Responsibilities

This Supervisory Transportation Security Specialist position is located in the Transportation Security Operations Center, Operations Branch, Flight Operations Division (FLT), Office of Law Enforcement/Federal Air Marshal Service (OLE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). If selected for this position, you will be responsible for directing and managing the work for multiple Transportation Security Specialists and the TSA liaison officer assigned to the DHS National Operations Center. Duties include but are not limited to:

Coordinating and providing key situational awareness for the Secretary and the Secretary’s staff on incidents involving the security of the nation’s transportation infrastructure and providing incident management guidance and support to the TSA Critical Incident Management Group (CIMG) and TSA senior leadership.

Directing Agency wide notifications using a variety of communications media; managing liaison functions ensuring that mission critical priorities are in place and prepared for TSOC; using research techniques to gather open source information, social media monitoring and mining, internet research, and database queries on people, places and conveyances.

Managing and coordinating the workloads of approximately 12 – 14 Watch Officers, from G Band up to I Band; managing assignments related to operational support of the watch floor, mission readiness, and exigent or emergency operations.

Participating in working groups, training evaluations, and exercises that include intra-agency, inter-agency, regional, and national level events that enhance operational readiness, reinforcing core operational functionalities, improving mission performance, and achieving operational objectives.

Using outreach methods to build and strengthen crucial security relationships internally and externally.

You must be able to obtain and maintain a Top Secret Clearance/SCI.

Conditions of Employment (cont.):

Incumbent is required to work full-time on a rotating 24-hour schedule, 7 days per week and may be required to work outside of the standard workday/workweek on short notice.

The incumbent will be on call 24 hours per day to cover emergency response needs.

Incumbent may be required to carry a paging device and/or mobile phone at all times.

Travel may be required.

Incumbent must be eligible to possess a Top Secret/SCI security clearance based upon a favorable SSBI.

This is a drug testing designated position.

The position is considered mission critical.

Supervisory/Managerial Probationary Period Requirements: Unless previously completed, you must satisfactorily complete a one-year supervisory probationary period to continue in this supervisory/managerial position.

You must meet the qualification requirements for this position no later than the closing date of the vacancy announcement.

Qualifications

To qualify for the SV-J Pay Band (equivalent to GS-14), you must have one year of specialized experience equivalent to the SV-I or GS-13 in the Federal Service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Specialized experience is defined as:

Experience using expert knowledge of airport operations, security programs, transportation policy and procedures, and applying technology and methodology to resolve security issues;

Experience applying operational concepts, work flow processes, and functionalities during crisis incident management operations, including Coordination Cell methodologies and operational theories;

Experience applying strategies and objectives to security incident management operations, mitigation, and data gathering while applying Agency policy, regulations, and directives;

Experience analyzing potential outcomes and formulating recommendations;

Experience utilizing WebEOC during steady state and crisis incident management operations;

Experience using expert knowledge of watch floor technical systems to distinguish interactions between technical systems to enhance operational communications towards information sharing;

Experience executing management over diverse teams of specialized technical experts and using knowledge of Watch Center roles and duties for building team cohesiveness and allocating resources and skill sets in order to meet organizational and mission priorities.
