Responsibilities

The primary purpose of this position is to serve as the primary Life Cycle Logistics (LCL) Product Support Manager (PSM) overseeing and managing the development and implementation of a comprehensive product support strategy and single point of contact throughout the system's life cycle for a major defense acquisition program

(ACAT I - MDAP), a major system (ACAT II), or a Milestone Decision Authority (MDA) designated as (ACAT I, ACAT II) a special interest program.

Develops, implements, and manages a comprehensive product support strategy in acquisition and sustainment activities for the Air Force Integrated Pay and Personnel System (AFIPPS) ACAT I program and the Human Resources System Management Program Office.

Directs the activities of a LCL Integrated Product Team (IPT) for product support execution.

Prepares, reviews, evaluates, and presents data, project proposals, and/or reports.

Serves as a program consultant and technical expert to senior subject matter specialists and/or agency officials for product support.

ADDITIONAL CONDITIONS OF EMPLOYMENT: This position is covered by the Acquisition Professional Development Program (APDP) and designated either as a Key Leadership Position (KLP CAP) for ACAT I program PSMs, or a Critical Acquisition Position (CAP) for ACAT II program PSMs. Unless specifically waived by the appropriate Component Official (i.e., the Chief of Acquisition Career Management for the Component, the Service Acquisition Executive, or the Service Secretary) or if the employee is grandfathered under Title 10 U.S.C. 1736(c) (1), the following are statutorily mandated

requirements (Reference Title 10 U.S.C. 1733 and 1737):

a. Employee must be a member of the Acquisition Corps at the time of appointment.

b. Employee must execute, as a condition of appointment, a written agreement to remain in Federal

Service in this position for at least three years. In signing such an agreement, the employee does

not forfeit any employment rights, nor does such agreement alter any other terms or conditions of

employment.

Employee must meet, or be capable of meeting, Defense Acquisition Work Improvement Act (DAWIA) requirements applicable to the duties of the position. ACAT I and II PSM positions require Level III Certification in the function of Life Cycle Logistics (LCL).

Work may occasionally require travel away from the normal duty station on military or commercial aircraft.

Employee must obtain and maintain the necessary security clearance for the position.

Employee may be required to work overtime.

Employee is required to submit an initial and annual OGE Form 450 (Confidential Financial Disclosure Report) in accordance with the Joint Ethics Regulation.

Qualifications

GS-14: One year of specialized experience which includes Examples of specialized experience include: 1) Utilizing a wide range of innovative analytical and evaluative methods to develop a complex support strategy that considers all Integrated Product Support Elements (IPSE) critical to delivery of end-items that are cost effective, reliable, supportable, and which achieve operational readiness. 2) Evaluating and considering factors which impact logistical design and support, including research and development, emerging technologies, testing, procurement strategy, supply support, human systems integration, personnel, and training requirements. 3) Establishing long-range goals and program milestones, implementing product support plans and arrangements, and conducting cost analysis to validate product support strategy. 4) Planning, organizing, and overseeing the sustainment and support activities required to field and maintain the readiness and operational capability of assigned systems, subsystems, and components. 5) Defining major/critical problems and advising management officials of advantages or disadvantages of various alternatives. This definition of specialized experience is typical of work performed at the GS-13 grade/level or equivalent position in the federal service.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-13 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of a wide range of advanced principles, concepts, procedures, standards, and techniques of Integrated Logistics Support (ILS) sufficient to plan and execute a product support program of marked difficulty, responsibility, and significance; and to apply new developments and theories to issues not susceptible to treatment by accepted methods.

Knowledge of a wide range of advanced qualitative and/or quantitative methods for the assessment and improvement of the product support strategy or improvement of complex acquisition and sustainment processes and systems; including knowledge of a wide range of administrative laws, policies, regulations, and precedents applicable to life cycle logistics.

Knowledge of agency program goals and objectives and the sequence and timing of key program events and milestones; and of planning, programming, presenting, and executing budgets as well as forecasting long-term funding requirements.

Skill in stratifying resources against approved programs; reviewing, evaluating, and presenting data to evaluate program accomplishments; and provide assistance and advice to resolve complex logistics problems.

Skill in establishing and maintaining effective relationships, building consensus and coalitions, negotiating, and resolving conflicts with a variety of individuals and organizations as well as communicating effectively, both orally and in writing.

Ability to plan, identify, and correlate specific requirements for money, manpower, materiel, facilities, and services needed to support the program (including funding, contract development, and other technical support requirements).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
