This position is located in the (DHS), National Protection and Programs Directorate (NPPD), Office of Infrastructure Protection (IP). The IP is committed to implementing a safe, secure, and resilient national infrastructure through integrating and leveraging. IP Regional Offices are responsible for leading the national effort to protect critical infrastructure from all hazards by managing risk and enhancing resilience through collaboration with the critical infrastructure community.

In this position you will serve as an expert advisor and liaison between DHS and Federal, State, Local, Tribal, Territorial (FSLTT), and private sector officials on matters relating to the security and resilience, both physical and cyber, of the Nation's critical infrastructure assets and systems.
Major duties include, but are not limited to, the following: Serving as a liaison for the Department of Homeland Security to other Federal agencies, state, and local government and the private sector on security compliance/enforcement matters relative to the protection and resilience of the Nation's critical infrastructure.
Serving as the Federal point of contact for local infrastructure owners and operators requiring assistance in protection planning.
Maintaining relationships with owners and operators of critical infrastructure, meeting regularly with site security personnel and state and local officials to share information and review protection support by Homeland Security and other Federal agencies.
Planning, coordinating, and conducting complex critical infrastructure security and resilience inspection/assessment activities, including the generation of Protective/Resilience Measure Indices based on industry standards, identifying vulnerabilities, and presenting recommendations to corporate executives to mitigate risk.
Developing and promoting protective measures that typically involve commitment of resources on the part of other Federal, State, local, tribal and territorial partners to mitigate risk.
Occasional travel - 6-10 days per month travel could be required

Conditions of Employment
This position is a special-sensitive position and the tentative selectee must undergo and successfully complete a background investigation for a Top Secret/Sensitive Compartmentalized (TS/SCI) security clearance as a condition of placement/retention in this position.
The incumbent is considered to be in an on-call status and should be prepared to deploy out of district and work unpredictable and long hours on short notice. This may involve irregular work hours and may require employee to relocate to emergency sites that require functioning under intense physical and mental stress.
Extensive travel is highly probable and may involve the coverage of large geographical areas, to include areas outside district to support significant events or incident response for an extended period of time with little advance notice.
This position may be designated as essential personnel. Essential personnel must be able to serve during continuity of operation events without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding. Failure to report for or remain in this position may result in disciplinary or adverse action in accordance with applicable laws, rules, and regulations (5 U.S.C. § 7501·7533 and 5 CFR Part 752, as applicable).

To qualify for the GS-14 grade level, your experience must meet the following:
At least one year of full-time specialized experience comparable in scope and responsibility to the GS-13 level in the Federal service (obtained in either the public or private sectors). This experience must include activities such as: (1) Providing assistance and technical guidance to public or private sector organizations on developing plans for the protection and resilience of critical infrastructure; (2) Planning inspections and assessments of critical infrastructure security programs to identify vulnerabilities and risks; (3) Evaluating problems affecting current security methods and procedures, and recommending solutions or alternative approaches; and (4) Collaborating or coordinating with other agencies, stakeholders, or contractors in the development or implementation of security strategies and enhancements. NOTE: Your resume must support your claim of specialized experience, i.e. where, when and how you performed the work to meet the qualification requirement, for the GS-14 grade level or you may be found ineligible.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide
valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
