This National Guard position is for a LOGISTICS MANAGEMENT OFFICER, Position Description Number D1404and is part of the AL 117TH Air Refueling Wing, National Guard.

ALABAMA AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted service position that requires membership in a compatible military assignment in the Alabama Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership and employment in the Alabama Air National Guard in the military grade listed in this announcement.

This position is located in an Air National Guard Wing Flying unit and serves as an Aircraft Logistics Officer. The purpose of this position is to plan, schedule, control and direct the use of logistics resources to meet mission requirements. Through subordinate supervisors, directs and supervisee aircraft modification, overhaul, and repair programs that affect highly complex single· or multi-engine military aircraft. Work requires the ability to integrate logistics functions to plan, organize, and implement an Air Force logistics program. In addition, work requires a knowledge of logistics management procedures, capabilities, limitations, and techniques of avionics systems; theory of flight; principles of airframe construction, engines, and aircraft installed systems; and supply, transportation, and POL operation procedures as related to aircraft logistics units.

Responsibilities

AREA OF CONSIDERATION FOR ALABAMA AIR NATIONAL GUARD POSITION:

AREA 1: All permanent Alabama Air National Guard civilian excepted technicians currently employed.

AREA 2: All drill status/M-day personnel in the Alabama Air National Guard.

AREA 3: All U.S. citizens or individuals eligible for membership in the Alabama Air National Guard.

As a LOGISTICS MANAGEMENT OFFICER, GS-0346-12, you will perform the following duties:

(1) Manages and administers aircraft logistics activities within Aircraft Generation Division and Maintenance Division (Component Repair Division and Equipment Maintenance Division, if applicable). Plans, develops, and publishes aircraft logistics policies and procedures within the general framework, as established by higher echelons of command. Manages the overall maintenance and related support activities to assure timely, effective and complete logistical support of base, group, wing, state, National Guard Bureau and Air Force mission requirements. Supervises the preparation of plans for logistical support of operational missions.

(2) Supervises and directs the preparation of budget estimates; financial plans; studies of the aircraft logistics organization; manning requirements; facility requirements; mobility or contingency requirements; and publications related to maintenance, methods, policies and procedures.

(3) Coordinates logistics activities with supervisors, various base activities, and higher echelons of logistics such as Air Force Depot Weapons Systems Managers, NGB, Major Command Staff, etc. Maintains liaison with counterparts at other ANG bases, particularly those possessing the same type of aircraft, to ensure a prompt and free exchange of pertinent technical, management, and mission information.

(4) Administers a sound aircraft logistics personnel management program to assure that personnel in staff, supervisory, and technical positions are highly qualified and motivated. Interviews and selects applicants for supervisory positions or other key positions. Establishes work performance standards for supervisors and key personnel; and assigns annual performance evaluations. Initiates disciplinary actions, promotion actions, and step increases. Recommends performance awards. Approves sick leave and annual leave for key personnel and approves overall leave schedules for the organization.

(5) Performs other duties as assigned.

Qualifications

MILITARY REQUIREMENTS: Compatible military grade and assignment required prior to the effective date of placement. This is an excepted service position that requires membership in a compatible military assignment in the Alabama Air National Guard. Applicants who are not currently a member of the Alabama Air National Guard must be eligible for immediate membership. Military Requirements: Military skill set is determined by MOS requirements. Upon selection, individuals must be assigned to a compatible military MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the MOS. Specific requirements are found in: references listed below, NGB Compatibility tables and your local Personnel section.

Military Grade: Only applicants within the military grade listed below will be considered.

Minimum Military Rank: 2LT

Maximum Military Rank: MAJ

Individuals exceeding the maximum military grade are required to submit a letter along with resume agreeing to a military demotion if selected. This Statement of Understanding is required for basic qualification.

Compatible Military Assignments: 21AX, 38FX

*Other Requirements: For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.

EXPERIENCE REQUIREMENTS: Each applicant must fully substantiate (in his/her own words) that he/she meets the requirements of the Specialized Experience listed below: Otherwise, the applicant will be considered unqualified for this position. GENERAL EXPERIENCE: Experience, education or training involving judgment and/or analytical ability in the logistics field. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have at least 36 months experience, education, or training identifying activities involving logistical support operations. Experience integrating the actions of a variety of specialized support activities in order to develop a comprehensive logistics plan. Experience monitoring such functions as program planning, resource and fiscal management, training, manpower management, and/or automated data processing to meet the logistics plan. Experience identifying delays or problems and developing corrective actions. Experience working with people from various levels and backgrounds to elicit their cooperation to perform specific tasks, and complying with regulations, laws, or practices. Experience in managing the function of the work to be performed. Experience which includes leading, directing and assigning work of personnel.

SUPERVISORY CONTROLS:

Works under the general supervision of the Director of Logistics. Receives policy and guidance from applicable management publications, higher headquarter personnel, technical publications, technical representatives, and various assisting agencies. Work is evaluated in terms of program effectiveness.

Substitution of Education for Specialized Experience: Successful completion of a full 4-year course of study in any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level requirements.
