The duties of this position create a highly stressful environment during peak activity, requiring the ability to keep calm in emergency situations. Must be able to cope with the pressure of meeting time frames and changing priorities. During peak activity, increased radio traffic, numerous ringing phones, and conversations result in high noise levels, which require a high level of concentration to perform duties. Mental concentration and accuracy are required.

Prior wildland firefighting experience on the fireline is a mandatory requirement.

Responsibilities

The primary purpose of this position is to provide a wide range of fire related administrative support functions.

Determines appropriate resource response to incidents and requests from the field and dispatches personnel, equipment, aircraft, and/or supplies.

Performs, and directs others, in receiving fire reports, determining location, land status, and current fire information.

Provides critical logistical support information to supervisor and makes recommendations concerning the efficient uses of available resources.

Provide guidance, orientation, and training to other dispatchers.

Qualifications

Qualification Requirement Using Specialized Experience and/or Education: In order to be rated as qualified using specialized experience, we must be able to determine that you meet the definition(s) below; please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade level of the position to be filled.

For GS-06: One year of specialized experience, equivalent to at least GS-05 in the federal service, with the basic processes, methods, and procedures associated with fire dispatch while working in a dispatch center or during wildland firefighting operations; OR have one full year (18 semester hours) of graduate level education related to range technician work such as a major study in forestry, range management, agriculture or a subject-matter field directly related to this position; OR an equivalent combination of specialized experience and education.

For GS-07: One year of specialized experience, equivalent to at least GS-06 in Federal service, resolving conflicts in firefighting resource requirements, providing training and guidance to less experienced personnel, providing supervisors with recommendations for process improvement, and developing solutions to irregular or probelm situations gained while working in a dispatch center or during wildland firefighting operations; OR have one full year (18 semester hours) of graduate level education related to range technician work such as a major study in forestry, fire science or a subject-matter field directly related to this position; OR an equivalent combination of specialized experience and education.

This position is subject to the Interagency Fire Program (IFPM) Standard and Guide selective placement factors for a Fire Logistics Dispatcher (Senior Fire Dispatch).

SELECTIVE PLACEMENT FACTOR:

This position requires special qualifications that has been determined to be essential to perform the duties and will be used as a screen out element. Those who do not provide evidence they possess the following selective factor(s) will be rated not qualified.

Selective Factor (1) 90 Day Prior Firefighting Experience Requirement (resume must support):

The Department of the Interior defines wildland firefighting experience as; on-the-line wildland firefighting experience gained through containment, control, suppression, or use of wildland fire. This experience can be met by serving in a temporary, seasonal, or equivalent private sector fire position for no less than 90 days. Periods of wildland firefighting experience, gained through militia and rural fire departments, can also be credited, as long as the total amount of this experience equates to at least 90 days. Wildland fire is defined as any non-structure fire that occurs in the wildland. Two distinct types of wildland fire have been defined and include wildfire and prescribed fire:

Wildfire - An unplanned ignitions or prescribed fires that are declared wildfires.

Prescribed Fire – Planned ignitions. This description includes only fire line experience on a Prescribed Fire; it does not include experience in the planning stages. Prescribed fire experience must be supplemented by fire suppression experience in order to be creditable as previous wildland firefighting experience.

Selective Factor (2) This position has been categorized as an Initial Attack Dispatcher, a key fire management position under the Interagency Fire Program Management (IFPM) Standard; the selectee must meet the minimum qualification standards for IFPM prior to being placed into the position. To meet IFPM requirements, you must hold or have held the National Wildfire Coordinating Group (NWCG) incident management qualification Expanded Dispatch Support Dispatcher (EDSD). You must provide a copy of your Incident Qualification Certification System (IQCS) Master Record or equivalent documentation for verification by the closing date.

You must meet all qualification requirements within 30 days of the closing date of the announcement.

If you are a current career seasonal employee, your time spent in non-pay status is not creditable towards meeting the specialized experience requirement of 52 weeks or 1 year (whichever is first). Please include in your resume (on the first line of each job experience section), the dates you were placed in and out of pay status.
