Responsibilities

Accomplishes combat crew communications (CCC) activities. Formulates unit policy concerning COMSEC materials for local training missions and missions not covered by operations orders (OPORDS) and plans (OPLANS), exercise plans (EXPLANS), etc.

Responsible for COMSEC Management and Training. Develops and executes local physical, administrative, and communications security programs for CCC. Controls and safeguards all classified materials, up to and including Top Secret.

Provides support to Flight Operations activities for assigned unit. Reviews all unit flying schedules daily, and coordinates communications and Safe Passage information with on/off-base agencies.

Develops, coordinates, executes, and maintains, peacetime, conventional, and OPLAN 8044 programs within the CCC office. Reviews OPLANS, CONPLANS, EXPLANS, etc., for unit requirements and prepares Ols and checklists to implement those portions supported by CCC.

Develops and implements combat crew communications control proficiency training and certification programs for combat crew communications, aircrews, augmentees, and others as designated. Maintains and inputs training information in the Information Management Data System.

ADDITIONAL CONDITIONS OF EMPLOYMENT: This is an Air Reserve Technician (ART) position. ARTs are part of the regular career civil service and enjoy all the benefits granted to Federal employees in the competitive civil service. In addition, ARTs are required to maintain their active membership in the AF Reserve unit where assigned. ARTs receive on average one weekend of military training per month. They are eligible for 15 days active duty tour each year for which military leave is granted with full civilian pay. Air Reserve units and members; are subject to immediate call to active duty in mobilization to meet a national emergency. For additional information regarding ART positions and/or military qualifications, please call 1-800-257-1212. Retired military are usually ineligible for membership in the AF Reserves. Retired military that have active AF Reserve assignments may apply provided they show assignment (position) on the application. A military service member's statement of service/certification will be accepted IF a terminal leave form or DD214 cannot be provided. The statement/certification should indicate member's separation from active duty is within 120 days of the closing date of this announcement. It must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin, your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Your preference and/or appointment eligibility will be verified prior to appointment. Military members may be appointed before the effective date of their military retirement/separation if member is on terminal leave.

Qualifications

SPECIALIZED EXPERIENCE:

At lease one (1) year of specialized experience at the next lower grade (GS-07) or equivalent. Individuals must have IT-related experience demonstrating each of the four competencies listed below: Attention to Detail, Customer Service, Oral Communication, and Problem Solving AND one year of specialized experience which includes knowledge of commonly applied telecommunications principles, concepts, and methodologies in independently performing work assignments and other projects requiring a knowledge of standardized telecommunication approaches, method, and techniques. Knowledge of standards, criteria, equipment, or techniques to resolve questions or conditions, and also applies this knowledge in managing and directing the combat crew communications operations function.

Education: Ph.D or equivalent doctoral degree OR 3 full years of progressively higher level graduate education leading to such a Ph.D. or equivalent doctoral degree in computer science, engineering, information science, information systems management, mathematics, operations research, statistics, or technology management or a degree that provided a minimum of 24 semester hours in one or more of the fields identified above and required the development or adaptation of applications, systems or networks. NOTE: You must submit a copy of official transcripts.

FEDERALTIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-07or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Knowledge of standardized telecommunications concepts, principles, and practices regarding deployable communications equipment and systems.

2. Knowledge of the operating characteristics of and interoperability requirements for specialized communications systems.

3. Knowledge of information systems security principles and methods.

4. Skill in weighing the impact of variables such as changes in electronic and other equipment characteristics, equipment availability, interoperability of components, and types of communications required.

5. Ability to resolve problems or questions by gathering and analyzing facts from a variety of sources, forming and communicating conclusions, and making recommendations.

6. Ability to read, comprehends, and interprets communications such as COMSEC messages, operational plans, execution orders, emergency action plans and orders. Ability to communicate effectively both orally and in writing to brief, instruct, and prepare papers and documents.: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

OTHER SIGNIFICANT FACTS:

1. Work schedule will be aligned to allow incumbent to fully participate in unit training assemblies (UTA).

2. The incumbent's regular assignments are ART duties; however, the incumbent may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.

3. May be required to fly in commercial and military aircraft to perform temporary duty assignments.
