This position is with the BLM Califorinia State Office, Division of Support Services, Human Resources Branch, Staffing Section. The Human Resource Branch, Staffing Section is a fast-paced environment with time-sensitive deadlines that impact employees throught the State. Professionalism, attention to detail, and confidentiality are critical for success in this position.

Physical Demands: The work is sedentary. Some work may require periods of standing at a counter. The incumbent frequently carries light items such as employee files or pamphlets. The work does not require any special physical effort.

Work Environment: The work area is adequately lighted, heated, and ventilated. The work environment involves everyday risks or discomforts that require normal safety precautions.

Responsibilities

This is a developmental position in which the incumbent will receive assignments to develop skills and knowledge necessary to perform at the full performance level of Human Resources Specialist, GS-0201-09. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, completion of all regulatory and training requirements, and the availability of work at the next higher grade level. Note: Promotion is not automatic.

This position functions as the primary specialist for the BLM-CA Seasonal (Fire) Program. Duties include (but are not limited to):

Assisting in the completion of recruitment tasks such as preparing vacancy announcements, reviewing applicant eligibility and qualifications, issuing certificates of eligibles, maintaining recruitment case files;

Initiating employee background investigations and pre-employment clearances;

Coordinating the onboarding of new employees

Processing personnel actions including various types of appointments, separations, promotion, details, within grade increases, and other actions.

Maintaining employee personnel files to include scanning,uploading, filing, and reviewing documents.

Conducting research as necessary to respond to inquiries

Other duties as assigned.

Specialized Experience:

In order to be rated as qualified for this position, you must meet the specialized experience and/or education requirement for this position. Experience required for GS-07: Applicants must have one year of specialized experience equivalent to at least the GS-05 level. Specialized experience is defined as (but not limited to) carrying out the day-to-day human resources functions; carrying out processes and procedures related to filling vacant positions or onboarding new employees; advising management on standard recruitment and placement policies and procedures; and processing personnel actions using automated systems.

Experience required for GS-09: Applicants must have one year of specialized experience equivalent to at least the GS-07 level. Specialized experience is defined as (but not limited to) performing or assisting with various duties related to advertising and filling a variety of positions which includes functions such as performing job analyses, creating announcements, developing assessment tools; inputting announcements into an automated application system, and determining if applicants meet qualifications requirements; providing basic advisory services in the areas of staffing, special employment programs, and classification; processing personnel actions; and researching personnel and pay issues; and responding to inquiries from employees and/or applicants.

Substitution of Education:

In lieu of specialized experience, applicants may substitute their education. Qualifying education at the GS-07 is identified as 1 full year of graduate level education or Superior Academic Achievement (See the OPM’s Qualifications, General Policies, Section 4. f.

for additional information). Qualifying education at the GS-09 level is defined as 2 full years of graduate level education leading to a masters’ degree or a masters’ degree. A combination of both graduate education and experience may be qualifying.
