This is a Career/Career-Conditional Full-Time appointment.

Travel, transportation, and relocation expenses will be paid if the selectee lives outside of the local commuting area and is otherwise eligible for reimbursement of relocation expenses in accordance with the Federal Travel Regulation.

Area Information: Yosemite National Park, California, known worldwide for its spectacular natural beauty is the backdrop for this position. Sitting astride the Sierra Nevada Mountains, the park covers 1,182 square miles of varied wilderness ecosystems, from river valleys to alpine meadows to lofty 13,000 foot high peaks. Yosemite Valley is located 208 miles from San Francisco, 81 miles from Merced, and 94 miles from Fresno. Shopping, medical, postal and laundry services are available in the park. Elevation at the Valley floor is approximately 4,000 feet and 2,200 feet in El Portal. The park is open year-round with the majority of activities occurring during the busy season March through October.

Responsibilities

This trainee/development level position is responsible for providing human resources services in the area of recruitment and placement. The position will utilize a wide variety of hiring authorizes, both competitive and non-competitive. The incumbent will provide human resources services to employees working in a wide range of occupations series (both General Schedule (GS) and Federal Wage System (FWS) covering permanent, seasonal, temporary, and TERM positions.

The position performs the full range of recruitment tasks authorized under Office of Personnel Management (OPM) Delegated Examining Certification. The incumbent advises selecting officials of procedures and requirements governing Certificates of Eligibles, category ranking, and rules covering applicants with veterans' preference.

The incumbent conducts job analysis with managers by analyzing the knowledge, skills and abilities (KSAs) required to perform stated work requirements. Duties also include validating applicant eligibility and qualifications or consults with subject-matters experts to verify applicant qualifications and ratings; guiding managers in developing and selecting appropriate criteria for evaluating job candidates and explaining determinations to supervisors, managers, and job applicants; and informing applicants of hiring decisions and coordinating release dates or other required staffing actions. The incumbent may serve as the SHRO representative to the Seasonal Recruitment Operations Center (SROC) representative for seasonal recruitment.

The incumbent will be responsible for using automated software programs such as: Federal Personnel and payroll System (FPPS), USA Staffing (vacancy announcement software), eOPF (electronic Official Personnel Folders), eQIP (electronic background investigation software), QuickTime (timekeeping) and other programs involved with drug testing and medical standards.

Duties will be developmental in nature when filled below the full performance level. The work assignments are designed to provide exposure to, and experience in human resources program functions leading to the senior level of expertise in providing management advisory services in the full spectrum of HR functional areas.

Lastly, you may be required to submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that discloses all valid driver's licenses, whether current or past, possessed by you. You may be required to travel overnight away from home up to 5 nights per month. You must obtain a government charge card for travel purposes.

Qualifications

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: work that involves applying human resources rules, procedures and operations to a variety of personnel program support duties; answering customer inquiries; understanding applicant information to determine appointment eligibility/qualifications; experience using automated personnel systems. You must include hours per week worked.

EDUCATION: Successful completion of at least one (1) full year of Graduate Education, with a major that is related to the duties of this position. You must include transcripts.

-OR-

Qualifications based on Superior Academic Achievement: To qualify, you must have successful completed a bachelor's degree in a field directly related to the duties of this position AND meet one of the following Superior Academic Achievement provisions: (1) Class Standing: rank in the upper third of the graduating class in the college, university, or major subdivision , such as College of Liberal Arts or School of Business Administration, based on the completed courses; OR (2) Grad-Point Average: earn a grade-point average of (a) 3.0 or higher out of a possible 4.0 (B or better) based on the average of the required courses completed in the major field, or the required courses completed during the final two years of the curriculum. Note: grade-point averages will be rounded to the one decimal place, for example, 2.95 = 3.0, 2.94 = 2.9, and 3.45 = 3.5; OR (3) Membership in a National Scholastic Honor Society: elected membership in one of the national scholastic honor societies. Freshman scholastic honor societies cannot be used to meet the requirements of this provision.

Physical Demands: The work is primarily sedentary, but does require some physical activity such as light to moderate lifting of boxes and long periods of standing while doing presentations. It also involves considerable mental fatigue brought about by workload, shifting priorities and tight deadlines. Travel between these network of parks in central California may be necessary to accomplish certain work assignments. Work is generally performed in an office setting although some field exercises will be necessary. Requires some walking over occasionally slippery surfaces in elevations from 3500 ft to 10,000 ft and in temperatures from 20F to 115F. Work may include driving to park sites over 50 miles away.

Working Conditions: Work is generally performed in an adequately lighted and climate controlled office. Office work requires the ability to sit for extended periods of time working at a computer.

Field work includes travel to different duty stations over long distances and exposure to extreme weather conditions (i.e., rain, snow, fog, etc).

Work may be performed at times when there is poor air quality due to fires or smog.

Housing information: Government housing (some accessible to persons with disabilities) within the park MAY be available on a limited/bid basis, and assigned based on management needs. Non-government housing may be available for rent in the local communities of Mariposa, Midpines, Bootjack, Oakhurst, Catheys Valley or El Portal.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
