Responsibilities

Serves as a Human Resources Specialist (ER/LR) at the Oklahoma City VA Health Care System. Performs administrative duties that involves providing advice and assistance to employees and managers, program administration, research, and case management in matters related to conduct, performance, attendance, and dispute resolution.

Duties include, but not limited to the following:

Provides complex advisory services essential to enable managers and supervisors to properly plan, develop, organize, manage, and evaluate the HR employee relations programs.

Provides a wide range of information to employees on their rights, privileges, benefits, and obligations to assist them in taking action or making decisions.

Resolves complex, precedent-setting employee relations issues.

Develops and proposes courses of action to resolve problems based on knowledge and interpretation of administrative case law, regulations, policies, and judgment.

Serves as technical advisor at hearings relative to adverse actions, performance based actions and grievances.

Maintain complete documentation to support recommended or final action.

Conducts studies which may have significant impact on employee/management climate (e.g., employee conduct; leave and hours of duty; outside employment; fitness for duty; absenteeism; grievances, etc.).

Work schedule: Monday-Friday, 8:00a.m.-4:30p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 01/17/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-07 position you must have served 52 weeks at the GS-05. For a GS-09 position you must have served 52 weeks at the GS-07. For a GS-11 position you must have served 52 weeks at the GS-09. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

GS-7

Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Communicating with all levels of individuals orally and in writing.

Analyzing and interpreting regulations.

Providing assistance and consultation routinely to high level management.

Providing information to management officials through reports and/or presentations.

OR

Applicants may substitute one full year of graduate level education or a bachelor's degree with superior academic achievement, that provided the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours will be considered as satisfying the 1 year of full-time study requirement. (Transcript must be submitted)

OR

Applicants must possess an equivalent combination of education and specialized experience as described above to meet the requirement for the GS-7 position. (Transcript Required)

GS-9

Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-07) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to the following:

Dealing with employees at all other levels of the facility.

Communicating orally and in writing with all levels of individuals.

Analyzing and interpreting regulations as they apply to employee and labor relations.

Providing assistance and consultation with high level management in a large organization.

Applying analytical and problem-solving methods to moderately complex employee and labor relation issues.

OR

Applicants may substitute a masters or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B or J.D., if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. Communicating effectively both orally and in writing when preparing materials that may significantly affect the litigation process or VA positions.

OR

Applicants may substitute a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M, if related, that provided the knowledge, skills, and abilities necessary to do the work of this position. OR

Applicants must possess an equivalent combination of successfully completed graduate education and specialized experience as described above that meets the requirement for the GS-11 position (Transcripts must be submitted).

Applicants must have one year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but not limited to the following:

Applying a wide range of HR case law, principles, practices and regulations.

Perform detailed analysis and draw conclusions on complex legal issues, problems and situations.

Skill in negotiation procedures and techniques, advocacy, mediation, interest-based bargaining, and other non-adversarial problem solving approaches to advise management.

Written and oral communication to formulate and present arguments and prepare legal and case documents.

Knowledge and skill in HRM automated databases to conduct VA wide research and analyze HRM data and trends.

There is no educational substitution for the GS-12 level.
