Physical Demands: Regular and recurring work is performed sitting at a desk except for the occasional visits to field office operations, job fairs, meetings and conferences. Walking and standing for short periods of time is required.
Work Environment: Work is normally performed in an office setting with adequate lighting, heating, cooling, and air ventilation.

This is a developmental position. The duties described below are at the full-performance GS-11 grade level.
Exercise administrative and technical supervision over assigned staff. Administer the day to day operations in the functional areas of processing, security, database maintenance, eOPF, FPPS, job offers, HR documentation, placement, quality control and other miscellaneous programs. Review completed work or work in progress. Set performance standards, effects disciplinary measures and hear grievances and employee complaints. Appraise employee performance and recommend performance awards.
Review and ensure the Background Investigation tracker is complete and eQIP entries are accurate and timely. Run and analyze reports in a variety of functional areas. Review existing laws, regulations, procedures, statistical data, and other factors surrounding the subject or tasks under study.
Occasional travel - Travel may be required to attend meetings or training events.

Qualification Requirement Using Specialized Experience or Education:
In order to be rated as qualified for this position, we must be able to determine that you meet the specialized experience and/or education requirement - please be sure to include this information in your resume. To be creditable, this experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.
At the GS-09 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-07) in the federal service. Specialized experience is further defined as: experience in a Federal civilian human resources environment applying a wide variety of HR regulations, rules, and procedures, processing personnel actions, and skill in HR automated systems OR completed a master`s or equivalent graduate degree OR 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related OR combination of education and experience.
At the GS-11 Level: 1 year of specialized experience equivalent to the next lower grade level (GS-09) in the federal service. Specialized experience is further defined as: experience in a Federal civilian human resources environment applying the appropriate laws, rules, regulations and policies related to coding and processing personnel actions, payroll reconciliation and skill in a variety of HR automated systems OR completed 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Ph.D. or equivalent doctoral degree OR combination of education and experience.
You must meet all qualification requirements within 30 days of the closing date of the announcement.
Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604.
