About the Position:
This Operatons Research Analys position is located in the Program Executive Office (PEO, IEW&S), at Redstone Arsenal, Alabama.
This position is located in the Project Management Office, Aircraft Survivability Equipment (PMO ASE), at Redstone Arsenal in Huntsville, AL. PMO ASE's portfolio includes three Acquisition Category (ACAT) 1 Programs of Record, two ACAT III, a pre-Material Development Decision ACAT I, and two Quick Reaction Capability (QRC) efforts with a total average annual budget of $550M. PMO ASE employs over 250 employees consisting of military, DA civilians, and support contractors. This diverse work environment is very challenging and rewarding. PMO ASE is currently located off-post in Research Park in a stand-alone facility fully-compliant with DA and Homeland Security Act requirements. Huntsville is home to the U.S. Space and Rocket Center, championship golf courses, several museums, professional theater, symphony, sports franchises, four local universities and is surrounded by numerous boating, camping, hunting and fishing opportunities.

Serves as Operations Research Analyst with responsibility for designing and applying analytical techniques for estimating costs and cost effectiveness for rotary wing or fixed wing aircraft and associated equipment/subsystems.
Develops life cycle cost estimates. Reviews operational documents, specifications, logistics support requirements and other such project data supplied by functional specialists.
Analyzes mission requirements to determine cost parameters, specific cost factors and relationships to be utilized in constructing cost models.
Maintains all required automated and hard copy records of models, techniques, and data developed.
Participates in developing program cost estimating policies and procedures.
Provides expert advice and technical assistance to functional specialists in identifying and evaluating program cost factors and cost impact on program alternatives.
Occasional travel - This position requires business travel to other duty locations approximately 20% of the time.

This is an Army Acquisition, Logistics and Technology Workforce position. Selectees must meet position requirements for certification at Level III in Acquisition Career Field Business-Cost Estyimating within 24 months of entrance on duty. (Certification requirements may be found in the Defense Acquisitions University Catalog at http://www.dau.mil/.) (This correlates to Career Category in the acquisition data in Gatekeeper.)
You will be required to undergo background investigation leading to the successful adjudication of eligibility for Secret security clearance. Derogatory information developed during the background investigation, such as a criminal history, could render the selectee ineligible for both the security clearance and continued employment in the position, if already appointed.
This position requires DoD Financial Management Level 2 Certification or the incumbent must be able to obtain certification within 24 months of appointment.
In order to qualify, you must meet the education AND experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. To qualify for this position in the Operations Research series (1515), candidates must possess a degree in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus. Your transcripts will be required as part of your application.
Specialized experience is defined as: 1) Analyzing mission requirements to determine cost parameters, specific cost factors and relationships to be utilized in constructing cost models; 2) Designing cost estimate plans required to calculate and evaluate variables and relationships affecting life cycle cost for all phases of systems; 3) Prepare reports on cost estimates and cost effectiveness. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service NH-02 or GS-11 equivalent.
