The Health System Specialist services as a Lean Six Sigma Specialist and is charged with deploying Lean Six Sigma as a tool to conduct studies and organizational analysis of diverse functions and work processes at multiple medical centers. He/she provides management and leadership with consultative guidance to effect improvements in mission effectiveness, resource utilization and cost savings as a component of the Organizational Performance throughout VISN 1 and within each Medical Center. The Lean Six Sigma Specialists supports the VISN at least 50% of time, with the remaining time devoted to work at the medical center that supports the VISN 1 performance improvement and strategic initiatives. This position requires the ability to support and manage large, complex initiatives where the activity and broad program mission generate numerous and complex challenges requiring the incumbent to have outstanding skills in planning, organizing, and managing projects. The incumbent must be able to perform effectively in a complex multi-facility network, affiliated with some of the world's finest health professional graduate schools. In addition to and in support of the incumbent's role as an organizational change agent, this position also requires the incumbent to have specific expertise in areas including, but not limited to, written and oral communications, teaching and facilitation, project management, and analytical skills.

Deploys Lean Six Sigma as a tool to conduct studies and organizational analysis of diverse functions and work processes at multiple medical centers.

Serves as an organizational change agent and coach of leadership-chartered improvement teams.

Researches and proposes new and innovative ways to resolve or improve major problems or issues within systems improvement, quality policy deployment, leadership, and partnership frameworks.

Conducts studies that use a wide range of advanced analytical techniques, statistical methods and industrial and quality engineering tools to collect baseline information to identify limitations in current systems and to discover potential improvements.

Considers varying courses of action, chooses methods, refines procedures, and develops techniques for addressing new issues and challenges and continually applies learned concepts, theories, and methods of analysis.

Leads and coordinates quality and Lean Six Sigma efforts throughout facilities to align organizational strategy and operations at all levels of the organization.

Promotes collaboration and cooperation amongst staff and stakeholders participating in system improvement initiatives with a high degree of skill in interpersonal relations, team leadership, and group facilitation.

The incumbent works with individuals at all levels within the organization and must work multiple projects simultaneously. The ability to handle conflicting priorities and tight time frames is required. Training and educational programs require a sustained level of positive energy and management of group dynamics.

Work is mostly sedentary, with much reading, research, and computer work, although the work also involves a moderate amount of walking, standing, and carrying light items such as books and papers. The work requires the use of personal computers and office equipment, so a degree of manual dexterity and visual acuity sufficient to use these tools is required.

As much as 30 to 50 percent of work may require travel in the field to visit and work with all organizational levels on implementation of the Performance Improvement System.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/03/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience as described below:

Individual Occupational Requirements

Education: To qualify based on education for this grade level you must have a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.


Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: progressively responsible analytical, administrative, clinical management, or supervisory experience in the health care field; a close working relationship with facility managers and analysis and/or the coordination of administrative, clinical, or other service activities, and provided knowledge of: the missions, organizations, programs, and requirements of health care delivery systems; the regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement.

You will be rated on the following Competencies for this position:

1. Knowledge of the practice of integrating multiple disciplines into a team as part of a structured development process throughout a system's life cycle.

2. Applies the process of discovery that involves the diagnosis of a problem or issue, identification and gathering of relevant information, formulation and evaluation of alternative solutions or courses of action, and selection or recommendation of the preferred solution or course of action.

3. Applies principles, methods, or tools for developing, scheduling, coordinating, monitoring, evaluating, and managing projects and resources, including technical performance.

4. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
