Summary
The position is located in Patient Financial Services. The primary duties of the Supervisory Medical Support Assistant (MSA) are to serve as a supervisor, technical expert, trainer and advisor to ensure that the work assignments of the other employees of the team are carried out and to perform a variety of support functions in connection with the care and treatment given to patients in all specialty and primary care clinics within the VHA SLC Medical Center and Outpatient Clinics.

Responsibilities
The Supervisory MSA works closely with all staff members performing the administrative details that are essential to the orderly and efficient accomplishment of each unit's goals. The Supervisory MSA coordinators with Advanced Clinical Access Coordinators, clinical personnel and scheduling staff to ensure ACA principles are effectively utilized. S/He participates in the overall decision-making, policy development and resource planning for the MSAs.
The Supervisory MSA plans and directs programs at the Medical Center and/or satellite outpatient clinics and has full supervisory responsibility for at least one subordinate team leader.
Assignments include, but are not limited to: assigning and evaluating the work or subordinate staff; resolves complex problems to ensure patient services are met; evaluates new products, equipment, and systems in order to make recommendations for improved operations; identifies educational or training needs; makes final decisions on selections; evaluates performance, and takes disciplinary action when necessary.
The Supervisory MSA provides briefings to upper management, as well as subordinates; provides orientations; proactively implements staff development principles and training; prepares staff meeting and training agendas; facilitates staff meetings; develops performance standards, position descriptions, personal development plans, and awards.

Qualifications
Basic Requirements:
U.S. citizenship: Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
a. Citizenship.
Citizen of the United States. (Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Handbook 5005, part II, chapter 3, section A, paragraph 3g.)
b. Experience and Education
(1) Experience. Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or
(2) Education. One year above high school; or
(3) Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.
c. Certification
. None required.
d. Foreign Education.
To be creditable, education completed outside the U.S. must have been submitted to a private organization that specializes in the interpretation of foreign educational credentials and such education must have been deemed at least equivalent to that gained in conventional U. S. programs.
Preferred Experience:
One (1) year of supervisory experience in past three (3) years. Six (6) months to one (1) year of experience related to the position (i.e. scheduling, phone interaction, call center, working in a team setting, etc.); six (6) months of Customer Service experience in past five (5) years .
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Grade Determinations for a GS-08:
Experience
. One year of experience equivalent to the next lower grade level.
Assignment.
Supervisory MSAs plan and direct programs at medical centers and/or satellite outpatient clinics and have full supervisory responsibility. Assignments at this level include, but are not limited to: assigning and evaluating the work of subordinate staff; resolving complex problems to ensure patient services are met; evaluating new products, equipment, and systems in order to make recommendations for improved operations; identifying educational or training needs; making final decisions on selections; evaluating performance, and taking disciplinary action when necessary. The employee has full administrative and professional responsibility for planning and directing the MSA's activities. Responsible for extracting and analyzing data in order to provide reports in support of performance measures to senior management. For all assignments above the full performance level, the higher level duties must consist of significant scope, administrative independence, complexity (difficulty) and range of variety as described in this standard at the specified grade level and be performed by the incumbent at least 25% of the time.
(c) Demonstrated Knowledge, Skills, and Abilities. Candidates must demonstrate the KSAs below:
Ability to provide the full range of administrative and supervisory duties which includes assignment of work, performance evaluations, selection of staff, and recommendation of awards and/or advancements.
Ability to collaborate, communicate, and demonstrate customer service and interpersonal skills with all healthcare professionals to ensure quality/continuity of care and ensure compliance with established policies and regulations.
Ability to provide briefings, orientations, staff development, and training.
Ability to manage fiscal matters, forecast resource and equipment needs, and identify budget needs.

Physical Requirements:
The work is primarily sedentary although some slight physical effort may be required. However, there may be some walking; standing; bending; carrying of light items such as papers, books, or small parts. Incumbent may be susceptible to eyestrain from working long hours on the computer.
