The Opportunity
The Department of Health's mission is to work with others to protect and improve the health of all people in Washington State. The Division of Disease Control and Health Statistics (DCHS) works to accomplish the agency's mission by identifying, controlling, and preventing disease and providing reliable public health information. The Center for Health Statistics (CHS) collects health data and provides statistical analysis to identify and monitor disease and other health threats in the population and provides vital records service to support the issuance of vital records used for proving identity, age and relationships to others. This Health Services Consultant 2
will work in the Hospital Patient Data Systems Section for CHS to provide complete, accurate, timely Comprehensive Hospital Abstract Reporting System (CHARS) data to assist in the mission of DOH. Learn more about CHS .

This is a part-time (50%) non-permanent Health Services Consultant 2 (HSC 2) position. This non-permanent appointment is expected to last up to 12 months. About DOH and our Employer of Choice Initiatives

What will you be doing? - Duties include:
Assure timely and accurate submission of data by hospitals by running and monitoring standard reports on a daily basis using current reporting systems or future vendor systems.
Produce and distribute error reports to the hospital after their files have been processed.
Work with hospitals to review data problems and to correct errors to keep the percent of records with an error of less than 1% of total discharges for any given year.
Review and compare CHARS data to birth and other data sources when needed for QA and ensure clean data for linkage purposes.
Advise staff, health care providers, and the public concerning the enforcement of and compliance with CHARS rules and Federal regulations; provide technical assistance and consultation regarding policies and procedures.
Provide customer assistance in registering hospitals and vendors to have security clearance to the CHARS Applications using the SAW interface or future interfaces.
Create communication with internal and external stakeholders including hosting webinars to introduce new reporting procedures to hospital and hospital vendor staff.
What we're looking for
The ideal candidate will be a team player, defined as having a driving passion for the work, bringing humility to their job and people interactions, and understanding how their words and actions affect others.

Required Qualifications
Associate's degree or higher in business administration, public administration, finance, or a closely related field; AND
one (1) or more years of experience working with healthcare administrative data.
OR
Three (3) or more years of experience working with healthcare administrative data.
AND
Demonstrated experience in the following:

Using Healthcare coding such as ICD-10, HCPCS, CPT or NUBC standards.
Creating monitoring checklists and reports for program staff.
Using MS Excel or other spreadsheet software.
Using MS Word or other word processing software.
Using MS Outlook or other email/calendar software.
Working under short deadlines and providing complete, accurate and concise work products on time.
Preferred/Desired Qualifications
Demonstrated experience in the following:

Working directly with healthcare data at the state level.
Working directly with medical insurance coding.

Work 20 hours per week between the core business hours of 8 a.m. to 5 p.m., Monday through Friday, with a scheduled lunch break.
Occasionally travel in-state, alone or with another person, which may include overnight stays, as required, while performing the duties of this position.
Interact and work with customers, some of whom may be frustrated or distressed; in a positive, friendly and supportive manner that meets the needs and standards of the office and the agency.
Participate as part of the DOH emergency response team during an actual health emergency and training events.
This is a position covered by a bargaining unit for which the Washington Federation of State Employees (WFSE) is the exclusive representative.
