Summary

This position is located in the Bureau of Overseas Buildings Operations (OBO), Program Development, Coordination, and Support Directorate (PDCS), Office of Design and Engineering (DE), Electrical Engineering Division (EE). DE provides design services that strive to incorporate the principles of Excellence in Diplomatic Facilities as well as physical and technical security, functional simplicity, spatial flexibility, and economic construction, and to minimize operation/maintenance costs. Within DE, EE is responsible for all aspects of electrical engineering design, telecommunications, and emanations security for our embassy facilities worldwide, new and existing.

The incumbent serves as an Electrical Engineer responsible for providing advice and assistance regarding designs, plans, and specifications for the electrical engineering aspects of U.S. Diplomatic Facilities worldwide.

This position is eligible for telework; additional criteria will be required (e.g., supervisory approval).

Responsibilities

This position is at the entry level of a GS-0850-12/13/14 career ladder for OBO/PDCS/DE/EE, and is designed to provide for a period of growth. Assignments are selected to broaden knowledge and skills beyond those at the entry level and provide practical experience and are less complex, more limited in scope, and do not require the breadth and depth of knowledge and expertise required at the full performance level. In furtherance of these responsibilities, the incumbent performs, in a developmental capacity and under the guidance and direction of a senior electrical engineer or the Division Chief, professional electrical engineering and related contract administration tasks and assignments that typically include, but are not necessarily limited to, the following:

Provides professional advice and assistance to OBO staff participating in the formulation and establishment of electrical design and telecommunications criteria;

Provides technical expertise to the Office regarding electrical engineering, power distribution, telecommunications, and RF and acoustical shielding during the planning and programming phase of construction, and coordinates with the Office of Cost Management (OBO/PDCS/COST) in the preparation of budget and construction estimates;

Participates in the development of electrical engineering design drawings and specifications to ensure technical adequacy, suitability to meet conditions found in the locality in which the work is to be accomplished, and conformity with both OBO telecommunications and electrical design criteria and with the U. S. National Electrical Code;

Provides technical assistance in pre- and post-bid activities, including serving on selection panels for potential contractors, reviewing proposals, and contributing input to source selection.

Travel Required

25% or less - This work requires a significant amount of international travel, which can be physically and emotionally taxing due to long transits, delays, and time zone dislocation. Some travel may be to countries which typically do not have the same sanitary, healthcare, and environmental conditions that exist in most of the United States.

Qualifications

Applicants MUST meet one of the following Basic Requirements:

A. Bachelor's or Higher Degree:

The program must be (1) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

B.

Combination of education and experience:

College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by ONE of the following:

1. Professional Registration or Licensure:

Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.

2. Written Test:

Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.

3. Specified Academic Courses:

Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the Basic Requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

4. Related Curriculum:

Successful completion of a curriculum leading to a bachelor's or higher degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

Applicants who meets the Basic Requirements in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise; 2)

Professional engineering experience required for grades GS-7 and above is defined as non-routine engineering work that required and was characterized by professional knowledge of engineering, professional ability to apply such knowledge to engineering problems, and positive and continuing development of professional knowledge and ability; 3)

IN ADDITION to the Basic Requirements above,

you MUST also have 1 year of specialized experience that is related to the work of the position, is equivalent to at least the GS-11 level in the Federal service, and demonstrates the following:

Experience analyzing and evaluating electrical systems supporting new construction and repair work in one or more of the following areas: telecommunications cabling infrastructure, RF and acoustical shielding, electrical power distribution systems (low and medium voltages), equipment, and devices.

Experience developing and interpreting electrical system designs, plans, drawings, and schematics.

Experience providing guidance related to electrical engineering systems.
