Summary

Office of Cyber and Infrastructure Analysis (OCIA), National Protection and Programs Directorate (NPPD), Department of Homeland Security (DHS). The mission of OCIA is to better understand all-hazards consequences to the Nation's critical infrastructure through an integrated analytical approach evaluating the potential consequences of disruption, including dependencies, interdependencies, and cascading impacts, from physical or cyber threats and incidents.

Serving as an Intelligence Research Specialist will allow you the opportunity to analyze the Nations critical infrastructure. You will be required to provide extensive written products regarding your analysis and findings to a variety of audiences. These written products will include guides, reports, power point presentations, and may include technical and private data.The written products may also contain a variety of graphs and charts to clearly identify quantified data analysis and trends. In addition, you will also serve as a liaison to multiple internal and external stakeholders.

Responsibilities

As an Intelligence Research Specialist in the Office of Cyber and Infrastructure Analysis (OCIA), National Protection and Programs Directorate (NPPD), Department of Homeland Security (DHS) you will contribute to the safety of our nation's critical infrastructure by performing the following:

Analyze intelligence information to update senior leadership

Meet with multiple stakeholders to collaborate on intelligence processes

Create written reports from data analysis

Develop reports in writing that contain technical and quantifiable information

Qualifications

To qualify for this GS-14 Intelligence Research Specialist position you must possess the following:

One year of specialized experience, equivalent to the GS-13 level in the Federal service, leading the collection, processing, analysis, and dissemination of intelligence information from multiple sources; evaluating intelligence products or programs to determine if they meet customer requirements; independently writing extensive evaluative and informational reports containing technical and confidential information; maintaining collaborative relationships with stakeholders in the law enforcement and intelligence communities by coordinating information sharing or delivering presentations; and developing guides, plans, or procedures to resolve new or emerging investigative problems.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide

valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

Time-in-Grade

Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.

Submit a copy of your most recent Notification of Personnel Action (SF-50) that demonstrates your eligibility for consideration, e.g., length of time you have been in your current/highest grade (examples of appropriate SF-50s include promotions, with-in grade/range increases); your current promotion potential; proof of permanent appointment if applying based on an interchange agreement; etc.
