About the Position:

This position is in the Defense Civilian Intelligence Personnel System (DCIPS). Employees occupying DCIPS positions are in the Excepted Service and must adhere to U.S. Code, Title 10, as well as Department of Defense Instruction 1400.25

. This position is located at the ST-APF-W6TMAA US ARMY NAT GROUND INTL C.

Responsibilities

Serves as the directorate functional point of contact and advisor to the DCSINT regarding the threat application of world-wide emerging technology impacts on military capability assessments relative to Army command and control, communications, computers, and intelligence (C4I) force modernization. Serves as the HQDA technical threat integration authority in the Information Electronic Warfare (IEW) portion of C4I issues. Also serves as the Army Staff representative in the national/DOD intelligence community and the force, combat, and materiel development commands and agencies.

Permanent Change of Station (PCS) will not be authorized.

Drug testing requirement.

Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

Appointment is subject to the completion of a favorable suitability or fitness determination.

Two year trial/probationary period may be required.

Direct Deposit of Pay is Required.

All INSCOM employees may be subject to extended TDY or worldwide deployments during crisis situations to perform mission essential functions as determined by management.

Must be able to obtain and maintain a TS/SCI/SBI security clearance.

Temporary Duty Travel (TDY) may be required up to 20% of the time.

In accordance with Change 3 to AR 600-85, Alcohol and Drug Abuse Prevention and Control Program, individual must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.

Incumbent must sign statement attesting to the understanding of CIPMS provisions as indicated in AR-690-13.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience equivalent to the GG/GS-12 grade level in the Federal service which includes experience in researching, analyzing, developing, presenting (written and spoken) and authoring threat data and products. Experience with joint service processes and activities relating to Capability Development, defense acquisition, and Testing and Evaluation in support of Capability Development. Progressively responsible experience is that which has included intelligence-related research, analysis, collections and /or operations. This experience should have included intelligence analysis and/or production, intelligence collection and/or operations, counterintelligence, or threat support directly related to the position to be filled. This experience should demonstrate: Knowledge of intelligence processes, the intelligence cycle, and interagency intelligence organizations; Knowledge of and/or ability to use research tools such as library holdings, photographs, statistics, graphics and maps; Knowledge of the systems, procedures and methods of analyzing, compiling, reporting and disseminating intelligence data; and/or Knowledge of organization(s) for and methods of collecting and analyzing intelligence data.
