The Maryland Transportation Authority (MDTA) is recruiting for an Information Technology Systems Officer. This position will function as the database manager and system administrator for the Integrated Financial Management Information System (IFMIS) and the Division of Statutory Program Compliance (DSPC) Access database system. The incumbent maintains operation of the Minority Business Enterprise Integrated Financial Management Information System (MBE IFMIS), DSPC Microsoft Access and Title VI Microsoft Access databases and the integrity of the information entered. The incumbent also provides leadership, guidance and training to all DSPC staff, internal and external customers and provides technical support to the Compliance Officers using IFMIS and Access databases to manage the contracts. The IFMIS database is the tool that facilitates the management of the compliance of the parties to the contracts to the Affirmative Action Plans that govern the MBE participation in those contracts.
This position will also assist the MDTA's MBE Compliance Analyst and Reports Manager with the agency's MBE program and established goals. This is done by analyzing data reported on PRIME CONTRACTOR PAYMENT REPORT - ATTACHMENT E and D/MBE SUBCONTRACTOR PAYMENT REPORT - ATTACHMENT F on Architectural and Engineering (A&E), Construction, Information Technology (IT), Maintenance, Service and other contracts for MDTA's DSPC Compliance. The current vacancy is located in Baltimore, Maryland.
Bachelor's degree from an accredited college or university in Accounting, Finance, Business Administration, Public Administration, Human Resources Management, Information Technology or other related field with specific coursework in the structure and use of automated information systems.
One (1) year of experience providing problem analysis and ongoing user support, coordinating system development and implementation, and training users on the functionality of applications for agency or statewide systems housed on mainframe computers or large client server platforms. * Six (6) months of this experience must include coordinating and/ or implementing software migration, to also include training end users on mainframe or cloud based system software. Six (6) months of experience must have involved providing customer service to internal and/ or external customers.

1. Graduation from a standard high school or possession of a high school equivalency certificate and two additional years of experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted for the required education.
2. Experience responding to and resolving help desk calls from users of computers, or operating computer equipment for the purpose of data entry, word processing, spreadsheet, graphics, database or other applications may be substituted on a year-for-year basis for a high school education.
3. U.S. Armed Forces military service experience as defined under the Minimum Qualifications may be substituted for the required education and experience on a year-for-year basis.
