The primary purpose of this position is to serve as a Quality Assurance Specialist (Electronic) on the Special Operations Forces and Rescue Aircrew Training and Rehearsal Support (AT ARS) contract. Assess contractors sustainment and modification of integrated, state-of -the-art training infrastructures (computer based training, contractor instructor corps, contractor developed curriculum, image generating database, simulator operation/maintenance, etc.) for mission qualification and continuation training for airframes such as: MH-531/M, UH-N, HH-60, CV-22, MC-130E/H/P, AC-130 H/U, HC-130P/N. Ensures contractor provides adequate contractual support for Special Tactics Teams as well as providing scene visualization support to the Army Special Operations Forces (ARSOF) aircraft: MH-47E, MH-60K, and AH/MH-6. Serves as point of contact between HQ AETC, HQ AFSOC, HQ AFMC, Procuring Contract Office (PCO), Administrative Contract Office (ACO), 58th Special Operations Wing (SOW), and user commands (PACAF, ACC, etc.)

Involved in all aspects of Quality Assurance including pre-production, production/manufacturing, acceptance testing, hardware/software testing, verification and configuration management of Weapon Systems Trainer (WST).

Evaluates contractor's written quality processes and requests additional quality processes to implement site unique requirements.

Performs Acceptance Test Procedures (ATP), Simulator Certification (SIMCERT), software testing, verification, and configuration management for various customers.

Assist in the preparation of, or prepares request for proposals, statements of work, and item specification.

Coordinates with other base(s) agencies, such as: Civil Engineering, Safety, Security Police, Supply, etc., to request government-furnished services and material in support of the contract.

This is a Level II, critical acquisition position in the Acquisition Professional Development Program (APDP). Maintains currency on state-of-art advances in fields relating to the program.

Work will require travel away from the normal duty station.

Qualifications

One year of specialized experience which includes reviewing production activities and capabilities in light of contract quality requirements, reviewing written quality or inspection procedures for adequacy, and evaluating the implementation and effectiveness of quality/inspection systems, including sampling plans; analyzing quality data to detect unsatisfactory trends or weaknesses in the quality/inspection system; verifying by test or inspection, using sampling inspection or intensive product inspection techniques, that products comply with requirements prior to acceptance; identifying inadequacies and requesting corrective action; configuration, operating characteristics, security and safety programs, maintenance, repair, and modification procedures and mission rehearsal requirements for assigned systems.This definition of specialized experience is typical of work performed at the GS-11 grade/level position in the federal service.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Applicants must have served at least 52 weeks at the GS-11 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge of quality assurance principles, concepts, and methodology related to acquiring and maintaining Aircrew Training Systems, simulators and ancillary training aids/devices.

2. Knowledge of simulator manufacturing/modification methods and techniques, special processes, interrelationship of functional parts and subassemblies and skill in developing plans and approaches to insure effective control of simulator produced training quality.

3. Knowledge of the practices, policies, and procedures of related functional and administrative activities such as contract administration, engineering, production, procurement, and supply and skill in effecting appropriate interface/coordination of quality assurance plans and programs.

4. Skill in applying various methods and techniques for investigating, analyzing and effecting corrective action on complex quality problems encountered in Aircrew Training Systems.

5. Ability to communicate effectively, both orally and in writing, to gain cooperation from others thruugh tact, courtesy, and diplomacy.

6. Ability to work effectively under pressure or under tight deadlines. Ability to access, input or locate information through the use of a personal computer and software programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
