This National Guard position is for a FINANCIAL MANAGER, Position Description Number D1540000 and is part of the WY 153rd Comptroller Flight, National Guard.
WYOMING AIR NATIONAL GUARD MEMBERSHIP IS REQUIRED: This is an excepted position that requires membership in a compatible military assignment in the Wyoming Air National Guard. Selectee will be required to wear the military uniform. Acceptance of an excepted position constitutes concurrence with these requirements as a condition of employment. Applicants who are not currently a member of the Wyoming Air National Guard must be eligible for immediate membership and employment in the Wyoming Air National Guard in the military grade listed in this announcement.

This position is located within the 153rd Airlift Wing's Comptroller Flight. Its purpose is to serve as the Chief Financial Officer for the Wyoming Air National Guard, with responsibility for managing all funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications.
Incumbent serves as the Assistant United States Property and Fiscal Officer for Air (Fiscal), the installation funds Certification Officer, the organizing and directing member of the Financial
Management Board, and the Wing Commander's focal point for highly sensitive military and civilian entitlement issues.
(1) Directs the financial management policy in support of the Air National Guard installation to include dissimilar geographically separated units.
(2) Serves as the principal financial advisor and technical expert to the Wing Commander, Senior Management Staff, GSU Commanders, and the Financial Management Board.
(3) Functions as the Assistant United States Property and Fiscal Officer for Air (Fiscal) under ANGI 36-2, the accounting station's Certification Officer under the provisions of the Certification Officers Act of 1996, and as an agent of the US Treasury for all ANG federal disbursements and the associated pecuniary liabilities thereof.
(4) Directs and monitors the development, compilation, review, and submission of the annual financial plan, and conversion financial plans on an as-required basis.
(5) Represents and speaks on behalf of the Wing Commander and USPFO with regard to ANG Financial Management issues with representatives of the National Guard Bureau, the Adjutant General's Department, other military components, state/local governments, businesses and other public/private groups, or organizations and persons having an interest in the financial programs of the Wing.
Occasional travel - You may be expected to travel for this position.

Open to Air Force, AF Reserves, and Air Nat'l Guard military mbrs only.
Must become a member of the Wyoming Air Nat'l Guard before appt.
Must possess 3-year retainability after attaining AFSC C065F3.
Must submit vMPF Rip/Data Verification Rip with application.
May be required to successfully complete a probationary period.
Federal employment suitability as determined by a background investigation.
Required to submit a Financial Disclosure Statement upon appt and annually.
Required to complete Level 3 FM Certification within 24 months of hire appt or promotion date.
Must complete the requisite quantity of CET every two years to sustain the achieved certification level.
Technicians are paid through Direct Deposit/Electronic Funds Transfer (DD/EFT).
The Selected applicant must complete an I-9, Employment Verification and a Declaration of Relatives in the Wyoming Military Department prior to the appointment date.
Military Technicians are ineligible for military enlistment, retention, and student loan repayment bonuses.
Acceptance of a Technician position will terminate these military incentives.
Acceptance of a permanent or indefinite position will cause termination from the Selected Reserve Incentive Program (SRIP) and TRICARE Reserve Select (TRS).
Relocation expenses will not be paid by the Government unless noted in the Announcement.
Military Technicians in the excepted service will wear the appropriate uniform while performing as a Technician.
Veteran's preference does not apply to National Guard Technician positions in accordance with Title 32 USC 709(f).
Must possess a validated understanding of the complex principles and concepts of the GS-0505-13.
Must possess a minimum of four years of singular or combined experiences in US Air Force and/or Air National Guard financial program disciplines and experience in the following:
Managing funds through fiscal reporting and financial advisory services, to include budget formulation and execution, travel and commercial accounting, military and civilian payrolls, and financial systems applications.
Duties associated with the United States Property and Fiscal Office and the certification requirements for installation funds.
Working with the Financial Management Board and handling highly sensitive military or civilian entitlement issues.
The receipt, accounting, collection, safeguarding, and disbursement of government appropriated funds, or oversight authority and management of non-appropriated funds.
Statutory responsibilities in regard to financial obligations, accounting transactions, disbursement spending, and administrative control of all allocated federal funds.
Performing, managing, supervising, mentoring, and training the following financial program procedures: Accounting Operations; Compliance; Control of Funds; Financial Systems; Internal Controls; Principles of Accounting; and, Principles of Finance.
NOTE: General and Specialized Experience will be used to determine qualifications for the announced position. Applicants must provide from (e.g. 02/2014 - 03/2016 or Feb 2014 - Mar 2016) dates and hours worked per week with description of your specialized experience on the resume.
FINANCIAL MANAGEMENT CERTIFICATION REQUIREMENT:
Incumbent must be eligible for entry into the Comptroller Position's Financial Management Certification Program.
As a condition of continued employment, for initial hire or promotion consideration, the incumbent, who is hired / appointed to this respective position, must complete the Comptroller Program course instructions to meet the position's required Level Three Financial Management Program Certification, within two years from his or her initial DST hire appointment date or promotion date.
Failure to complete the certification within two years will not be retained in the Comptroller position and is subject to adverse actions, to include reassignment to a lower-grade, without pay or grade retention, and/or separation from federal service, if he or she fails to obtain the required Financial Management Certification and education requirements.
MILITARY REQUIREMENTS: Selected candidates will be required to be in a compatible military grade and assignment prior to the effective date of placement.
COMPATIBLE MILITARY ASSIGNMENTS:
Officer: 65FX, Financial Management
Must possess or be eligible to retrain into AFSC C065F3 and have at least three years retainability after attaining AFSC.
Must possess a valid state's driver's license for the state in which the applicant lives or is principally employed.
Degree in accounting; or in a related field such as, business administration, finance, or public administration that included - or - supplemented by 24 semester hours in accounting. The 24 hours may include up to six hours of credit in business law. A graduate degree in accounting or a related field is optimum.
