Summary

The mission of the VA police officer is to serve and protect Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities. Their safety and security is paramount to ensuring that the VA can successfully fulfill President Lincoln's promise To care for him who shall have borne the battle, and for his orphan by serving and honoring the men and women who are America's Veterans. Veterans should be able to enter any VA facility across the country with the confidence that they will receive a consistently high level of protection and customer service from VA police officers. This is accomplished through crime prevention activities, typical law enforcement actions, emergency response capabilities, special training and tactics, and weapons, equipment and systems utilization, and Veteran Centered Policing.

Work Schedule:

Rotating Shifts, Sunday - Saturday, Nights/Weekends/Holidays may be required.The incumbent may be assigned to any tour of duty as required by the Police Service.

Responsibilities

The incumbent serves as a Federal police officer working for the Department of Veterans Affairs (VA) performing law enforcement and security duties pursuant to Title 38 USC § 902.

VA police officers are a vital part of ensuring a safe and secure environment across VA. VA police officers not only carry out their policing duties but are often the first to interact with and assist Veterans, patients, employees, contractors, volunteers, affiliates, visitors, and others who frequent VA facilities on a daily basis. Incumbent is the face of the VA, and he/she is often the first person a Veteran or visitor encounters when entering a VA facility. Officers must have a special skill set that allows them to empathize, engage, and communicate with all individuals they encounter to ensure a positive outcome and the safety of the facility and all its occupants.

The incumbent performs a full range of police duties by following and executing rules, regulations, or procedures covering law and rules enforcement, physical and personal security operations, patrol duties, control desk duty, coordination with local courts, and/or crime prevention activities for the local jurisdiction.

VA police officers patrol VA facilities, identify situations where criminal activity has occurred or is about to occur, assess danger and threats, and take proper recourse, including taking statements, making arrests, and conducting short and long-term investigations. Because of the unique nature of the VA & its customers, the incumbent will use various special weapons and tactics at least 25% of the time to resolve security and law enforcement-related issues.

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/04/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-6 position you must have served 52 weeks at the GS-5. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position requires 1 year of qualifying specialized experience as described below

Specialized Experience:

You must have one year of specialized experience equivalent to at least the next lower grade GS 5 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience as a Police Officer equivalent to a GS-5 or higher grade level. (Specialized experience is work that has been performed independently, under general supervision, and included regularly pursuing and/or apprehending persons fleeing a crime scene or attempting to resist arrest, actually subduing individuals causing disturbances, arresting violators based on eyewitness accounts, performing control desk duties, taking charge of a crime or accident scene, and conducting long- and short-range investigations.).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

The incumbent must be able to meet the physical standards outlined in 5 CFR 930 and VA Handbook 0730. The incumbent must be physically fit and agile in order to perform foot patrol and pursue persons on foot over/around rough and/or slippery terrain or obstacles and up and down stairs. Must successfully complete annual agility testing in order to retain position. The officer is to respond to situations involving physical attack against themselves or others by dangerous/armed individuals. The position responds to medical emergencies and carries heavy equipment, carrying/restraining patients who may be unconscious/aggressive, out-of-control persons under drugs or alcohol influence, or other individuals threatening or capable of inflicting severe bodily harm; and is required to have unusual physical ability to control and maintain a safe and secure environment for the patients, visitors, and employees of the facility. The position must be capable of lifting heavy objects, carrying or moving heavy or unyielding objects; objects, crouching crawling and kneeling during pursuit or search; and detaining suspects or defending pursuit or search; and detaining suspects or defending oneself or others against attack.Works outdoors year round regardless of weather when directing traffic, checking security of entrances of buildings, etc. Directs vehicular traffic in close proximity to moving vehicles. Handles loaded firearms on a daily basis. The position's environment places him/her in an area where he/she is exposed to contagious disease. May be exposed to physical attack/bodily injury when apprehending, detaining or pursuing suspects. Without a 100% vehicle check, there is a good possibility that a person stopped for a traffic violations, theft etc. could have a weapon and incentive to use it (use the influence, mental instability, past criminal record, outstanding warrants. etc.).
