This position is located in the Department of Homeland Security (DHS) under the National Protection and Programs Directorate (NPPD), Office of the Director of Management (DM) reporting directly to the Deputy Director of Management.

In this position, you will respond to administrative and programmatic problems, analyze internal administrative processes, and provide guidance to subordinates. Typical work assignments include:
Serving as a liaison for the Director to include but not limited to response to administrative and programmatic problems to also address matters of a general nature or refer particularly technical matters to the appropriate individuals.
Developing, devising and analyzing internal administrative policies, procedures and management processes of the office through independent reviews, coordination with internal and external components, and preparation of special reports.
Analyzing operations trends to advise and recommends solutions to deal with possible problems.
Serving as a source of referral to the proper Homeland Security officials or other agencies so as to provide appropriate information and correspondence on behalf of the Director.
Reviewing and analyzing presentation materials, or works with presenter to develop materials that meet standards for clarity and conciseness for the Director.
Maintaining overall control of the Director's schedule and exercises judgment in scheduling interview, meetings and conferences to be attended.
Occasional travel - You may be expected to travel for this position.

You qualify for the GS-11 grade level (starting salary $68,036) if you possess one of the following:
A. Successfully completed three (3) full years of progressively higher level graduate education leading to a Ph.D.; or successfully completed a Ph.D.; or equivalent degree, e.g., LL.M., at an accredited college or university in a field that provided the knowledge, skills, and abilities necessary to do the work.
B. At least one full year of specialized experience comparable in scope and responsibility to the GS-09 level in the Federal service performing the following duties:
Analyzing administrative policies, procedures and management processes to identify areas needing improvement or modification
Maintaining the schedule of a senior executive to ensure no scheduling conflicts
Directing the distribution of correspondence and information in coordination with internal and external partners
Responding to administrative and programmatic problems on behalf of senior management
C. A combination of graduate education (beyond the Master's level) as described in A and specialized experience (less than one year) as described in B, that when combined equals 100% of the qualification requirement. NOTE: Only graduate education beyond the Master's level may be used in this calculation.
National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C, Non-career SES or Presidential Appointee employee in the Executive Branch, you must disclose this information to the Human Resources Office.

The qualification requirements listed above must be met by the closing date of this announcement.
Current federal employees must have served 52 weeks at the next lower grade level or equivalent grade band in the federal service. The time-in-grade requirement must be met by closing date of this announcement.
