The primary purpose of this position is to to serve as the Technical Advisor for Resources and Military Intelligence Program (MIP) manager, serving as the lead programmer for Air Force-wide Intelligence, Surveillance, and Reconnaissance (ISR) resources in excess of $60B and 50,000 personnel. The incumbent provides operational, fiscal, and programmatic expertise needed to effectively implement the Air Force; Intelligence Community; and DoD Planning, Programming, Budgeting, and Execution (PPBE) processes.

Directs all matters pertaining to the programming, budgeting, and execution of the resources funded through the General Officer level AF/XO

Capabilities Working Group Executive Committee (CRT-EG) and HAF Resource Manager (HAF/RM).

Oversees the compilation and submission of the MIP Congressional Budget Justification Book (CJB) and Congressional Supplemental


Maintains a continuous liaison with Headquarters Air Force (HAF) directorates, other service headquarters counterparts, and DoD offices to

integrate Air Force PPBE support actions.

Plans, organizes, and oversees the Military Intelligence Program (MIP). Develops the goals and objectives that integrate Air Force-wide ISR and

information operations (IO) PPBE capabilities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Comprehensive knowledge and understanding of the DoD and AF Planning, Programming, and Budget Execution (PPBE) regulations,

guidelines, and processes; and the Military Intelligence Program (MIP).

2. Comprehensive knowledge of the functional plans, policies, programs, and systems engaged in the collection, processing, dissemination, and

production of intelligence, surveillance, and reconnaissance (ISR) and Information Operations (IO).

3. Expert knowledge of a wide range of qualitative and/or quantitative methods for the assessment and improvement of plans and programs for

managing, planning, budgeting, and executing intelligence and operations utilizing diverse intelligence support structures and inter-agency

cooperation on advanced concepts, principles, and practices.

4. Skill in analyzing and comparing cost benefits, cost projections, budgetary tradeoffs, fiscal strategies, and programmatic factors to produce

fully justified options that can be presented at the senior levels of the Air Force, DoD, and Intelligence Community leadership.

5. Skill in communicating effectively with others, both orally and in writing, in working out solutions to problems or questions related to the work, writing clear and concise intelligence products, and delivering written and/or verbal presentations to senior-level audiences for decision making purposes.

6. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions; and package the entire

process in briefings, papers, or reports suitable for top management use and decision-making; and ability to apply expert analytical and evaluation skills to determine the actions needed to support major ISR and IO programs.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
