Job Description
The Position
The City of Portland Water Bureau (PWB) is seeking a Senior Program Manager in the CAD (Computer Aided Drafting/Design) Section of Engineering Services. This position is responsible for four programs - managing the CAD section, IT (Information Technology) Strategic Planning, Data Management, and Technology Systems for Disaster Preparedness.
The CAD section is responsible for drafting as-designed plans for the CIP Projects undertaken by PWB. The section also works on special projects, including standard drawings, facility plans, cut and fill profiles, traffic control plans, and Land Use Review documents. The Senior Program Manager is responsible for overseeing the section, understanding and assisting in refining the workflow and drafting software environment, and management functions, such as time keeping, annual staff reviews, work assignments and leading staff meetings. The Water Bureau uses MicroStation for their drafting, and Projectwise for CADD file management.
The IT Strategic Planning program has several functions. The Senior Program Manager is responsible for annually updating the IT Strategic Plan and the associated IT Action Plan. This position is also responsible for implementation that focuses on providing IT-related services to PWB and the Bureau of Technology Services (BTS). For PWB, the position serves multiple roles, including project management and support; assisting with software selection, purchasing, implementation; system administration; and user support. For BTS, this position participates on a PWB team that coordinates and helps implement Citywide IT system projects, such as releasing major enterprise software upgrades or new software or communication technologies. The position has served on several Citywide committees to help improve various aspects of IT implementation and support in the City.
The Senior Program Manager is actively involved in coordinating efforts to improve data management in the PWB. This is divided into three main areas of focus - understanding and managing existing data, identifying data needs, and developing a data management plan. The position co-chairs PWB's Data Management Committee, and chairs the IT Systems subcommittee. The position recently completed an Asset Management Plan for Technology Systems, and is currently responsible for developing a data model for the many information systems used in the Water Bureau.
The Disaster Preparedness program focuses on the role of technology in Disaster Preparedness/Business Continuity. This involves working closely with staff, accurately ascertaining their needs and activities in an emergency response situation, and helping design information and communication systems that will adequately meet their needs and allow them to function in an emergency. This involves managing IT improvement projects, including new fiber runs, replacing microwave equipment, developing a network of satellite dishes and associated technology, security improvements, selecting and implementing a Community Emergency Notification System (CENS), and the Asset Management Plan for Technology Systems, which examines IT priorities after an earthquake. The position serves on the Emergency Management Steering Committee and advises on technology needs for disaster management. The position also participates in the PWB Emergency Operations Center (EOC), and has provided technical assistance to the EOC staff and PWB Security.

To Qualify
The following minimum qualifications are required for this position:
1. Ability to plan, assign, supervise and coordinate the work of professional and technical staff.
2. Ability and experience managing information technology projects to successful conclusions.
3. Ability and experience working with technology systems (information systems, communication networks).
4. Ability to define issues, analyze problems, evaluate alternatives, develop sound conclusions and recommendations, and communicate complex technical matters to non-technical individuals, including policy makers.
5. Ability to engage in problem solving and establish and maintain effective working relationships with bureau management, a diverse staff and workforce, employees of other City bureaus, customers, the community, and others encountered while carrying out the duties of the position.
6. Ability and experience in communicating effectively, orally and in writing; presenting conclusions and recommendations clearly and logically.
Training and Experience:
A typical way of obtaining the knowledge, skills and abilities outlined above is graduation from a four-year college or university with a major in engineering, computer science, public administration or a related field; and at least five years of progressively responsible professional experience in information systems or technology project management, or an equivalent combination of training and experience. Experience in a public agency is preferred
