This position is located VA Palo Alto Health Care System (VAPAHCS) in Palo Alto, CA. In this position you will serve as the expert professional information specialist with delegated authority and responsibility for developing, managing, and administering a comprehensive library program and overseeing all aspects of daily operation of the digital library and library programs for the VAPAHCS.
Work Schedule: Monday - Friday - 8:00 AM - 4:30 PM

Possess the completion of one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree. Possess a total of at least five (5) years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services. NOTE: You must submit transcripts with your application. Education will not be credited without documentation. Experience must be fully documented on your resume and must include job title, duties, month and year start/end dates AND hours worked per week.
In addition to meeting the basic entry qualification requirements, stated above, applicants must have directly related education and/or specialized experience in the amounts required for the grade level:
Possess at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-11) in the Federal Service that has given you the knowledge, skills and abilities required to successfully perform the duties of a Librarian. Experience must demonstrate the ability to perform, develop and maintains knowledge-based systems and services relevant to organization's needs; presides as expert in searching and evaluating health literature; adopts existing and emerging technologies to improve access to pertinent information resources; develop effective and efficient instruction intervention; market the benefits of library tools and resources for all information seekers; evaluate educational programs to access efficacy and impact of training using reliable, validated methods; participate in committees at all levels of the medical center to identify and plan for future information and learning needs; direct one or more of the functional areas of work covered by this series; to understand the concepts, theories, new developments, and co-relationship of information in this field; and to maintain up-to-date information on the state of the art; assisting as an information specialist providing reference services, literature searches, and information consulting to medical center professional staff, trainees and clients in a hospital or medical center environment. Additional experience includes the following: possessing knowledge in theories, principles and techniques of professional librarianship as applied in medical libraries; utilizing knowledge of curriculum design and teaching techniques in a hospital setting; possessing knowledge of medical, biological, and related health science disciplines to understand and use the terminology of these disciplines to interact with clients posing clinical questions; using information tools in varied formats in determining the most appropriate sources for locating information and developing search strategies for extracting information; possessing experience with library services such as document delivery, interlibrary loan, acquisitions, cataloging and organization, collection maintenance, and reference work in hospital libraries; and possessing skill in managing time

Physical Requirements: Work is primarily sedentary, although some physical effort may be required including walking, standing, bending, stooping and reaching in the stacks, and lifting moderately heavy (up to 50 pounds) materials. You will be required to make periodic visits to other facilities, local community organizations, training sites, and other locations.
Work is typically performed in an adequately lighted and climate controlled office space, training rooms, auditoriums, and learning labs or centers. The work may require walking between clinical areas and travel between medical centers and Community Based Outpatient Clinics (CBOC).
