About the Position: Located in the scenic Hudson River valley, only 50 miles from New York City, the U.S. Military Academy at West Point is a four-year academic institution, a nationally-renowned historic site, and the oldest continuously occupied military post in America. The undergraduates, known as cadets, are commissioned as officers in the U.S. Army upon graduation. You can watch them on parade or competing as intercollegiate athletes in a wide range of sports events. As a military installation, West Point is a small, self-contained city with housing for the military stationed here in support of the Academy, a Department of Public Works to maintain the roads, grounds and facilities, two libraries (Academic and Community), a military hospital, fire department, chapels, restaurants. West Point's 3,000 civilian employees have access to Eisenhower Hall Theatre, the Hudson valley's premiere performing arts center and to recreational facilities such as an 18-hole Golf Course and Ski Slopes.
PCS (Permanent Change of Station) entitlements are authorized.
This is a Term appointment not to exceed 13 months, and it may be extended up to a total of 5 years. Contingent to specific conditions there may be an opportunity to be non-competitively converted to a career-conditional or career appointment.

Must possess and maintain a Grade IIA, New York State Water Treatment Plant Operators Certificate. (Note: you must attach a Certificate copy within application documents.)
Must possess a valid State Driver's License.
Position requires successful completion of pre-placement medical examination.
Position requires a local Background security investigation.
This position requires rotating shift work to provide coverage on evenings, weekends, holidays, or special situations.

Minimum Qualifications (Screen-Out Element): Ability to do the work of a Water Treatment Plant Operator (Motor Vehicle Operator - MVO) without more than normal supervision. Failure to meet this Screen-Out Element will result in an ineligible rating.
There is no specific length of training or experience required. However, you must be able to demonstrate, through experience shown in your written application materials that you possess the sufficient knowledge, skills, and abilities to successfully perform the work of this position without more than normal supervision.
To meet the basic eligibility, you must receive at least two points on the Screen-out Element indicated above and must have an average of two points on all the job elements listed below. Your application will be further evaluated to determine if you meet the best qualified cut-off for referral to the selecting official.
Physical Effort: Incumbent must be able to lift, carry, and stack items weighing as much as 100 pounds. All items over 50 pounds will be lifted with assistance. Incumbent must also do considerable walking, standing on concrete floors, and climbing stairways and ladders. Light to moderate effort is used to turn valves and controls.
Working Conditions: Work is performed both inside and outside subject to varied weather conditions. Floors in water plant are concrete. Must wear protective mask while handling chemicals used in plant. Subject to burns when handling caustics.
You will be evaluated on the basis of your level of competency in the following areas:
Ability To Interpret Instructions, Specification, etc. (includes blueprinting reading)
Ability to Perform Work with Dexterity and Safety
Knowledge of Equipment Assembly, Installation, Repair, etc.
Operation of Equipment and Machinery
Technical Practices (theoretical, precise, artistic)
Use of Measuring Instruments
This job does not have an education qualification requirement.
