Responsibilities

Duties listed are at the GS-10 full performance level:

Provide technical engineering expertise to manage the road and bridge system including transportation operations, deferred maintenance improvements, maintenance using force account crews, Forest Service and County road agreements, contracts, and partnerships.

Supports senior engineer in the developing the annual road operation and maintenance plans and budget.

Coordinates with other resource area personnel to assess the road maintenance requirements/needs.

Assist in supporting the development of the deferred maintenance project priorities.

Assists in the performance of project road design work. Assist in performing technical engineering work on bridges, pavements, drainage structures.

Design work includes developing solutions to road-induced resource management problems that are cost-effective and meeting road management objectives and considering resource needs and user needs for safety, travel information, and maintenance.

Responsible for the development of a forest-wide road sign plan to implement individual road management objectives, forest plan, and/or travel management decisions.

Responsible for road user permits to facilitate access and road maintenance by road users.

Responsible for all Emergency Relief for Federal Owned Roads (ERFO) projects.

Participate in the review and approval of detailed working plans and specifications prepared by contractors. Specifically, reviews contractor plans and implements procedures to ensure they are in conformance with Forest Service guidelines, procedures, and requirements.

Administers construction and maintenance contracts to ensure compliance with the terms and conditions of the contract.

Develops the necessary relationships to maximize the county coop maintenance of forest roads under the Forest Road Agreement.

Keeps the senior engineers abreast on the need for commercial users' commensurate share for road maintenance to facilitate safety and adequately maintained roads.

Monitors and assesses contractor’s performance and or progress on a continuous basis. As needed, provides technical advice and direction to contractors and resolves complex issues or problems as they arise.

Makes minor changes requiring contract amendments and modifications involving adjustments in the contract price or time, and recommends final acceptance of the completed project. Maintain records of all the administration of the contract. Is familiar with the technical aspects of assembling the contract documents.

Plans the work to be accomplished by the unit, assigns work to employees, and establishes production or quality standards for the unit’s work.

For the GS-7 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-6). Examples of specialized experience are: Completed work assignments such as serving as instrument operator on high-order geodetic surveys or on varied, non-geodetic surveys such as location, right-of-way, and property surveys; supported senior engineer on simple construction or similar surveys that are of third or fourth order of accuracy and of limited scope and complexity; collected, computed, and made basic analysis of engineering data and prepared routine reports.

For the GS-8 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-7). Examples of specialized experience are: Participated in the development, definition, and documentation of engineering design requirements under senior engineer; supervised crews in setting construction stakes for clearing, grading and drainage structures; acted as inspector on timber sale and/or public work road construction contracts doing routine, established inspection duties for compliance with plan specifications; and/or maintained a daily log of the project, recording facts concerning work activity, work force, equipment in use, etc.

For the GS-9 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-8). Examples of specialized experience are: Using engineering project survey notes, data and specifications, made designs and layouts of roads, trails, bridges, drainage structures, and other systems of limited scope and complexity; maintained records and monitored project construction of roads, trails, bridges, drainage structures, and other systems of limited scope; conducted a range of standard surveys and data collection activities to provide data for civil engineering project designs; and/or conducted inspections of construction projects.

For the GS-10 level: Applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-9). Examples of specialized experience are: Conducted a wide range of non-standard surveys and data collection activities to provide data for civil engineering project designs; performed field surveys and collected field data required for engineering plans for design and construction; administered construction and maintenance contracts for projects of moderate complexity; and/or prepared engineering data reports and recommended priorities used in the formulation of cost estimates and bills of materials.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).
