This position is located in the Department of Health and Human Services (DHHS), Centers for Disease Control and Prevention (CDC), Office of the Director (OD), Office of the Associate Director for Science (OADS), Office Science Quality (OSQ), in Atlanta, Georgia.

PHS Commissioned Corps Officers interested in performing the duties of this position within the Commissioned Corps (not as a career/career-conditional employee) are encouraged to apply under the merit promotion announcement indicated above.

Responsibilities

As an IT Specialist you will:

Develop new and improved concepts, principles, and techniques that will advance the body of knowledge of Information Technology and computer science, and adapt and apply advanced computer science methods and techniques to solve complex scientific and surveillance data processing requirements.

Formulate and execute surveillance and scientific projects on information technologies.

Conceptualize, research and develop, along with other staff, strategic scientific and surveillance information systems.

Provide integrated and unified system design using advanced technologies and techniques, computer science,m and IT management concepts.

Provide scientific and/or technical advice and assistance on public health information and surveillance systems within and outside of CDC/ATSDR and its constituents.

Apply new methods, approaches, and technology in the development, implementation, and evaluation of integrated public health information and surveillance systems.

Identify and analyze public health issues and their impact on public health policies, studies or surveys.

Design and execute programs or projects that provide essential information on health information and surveillance collaborations with other public and private partners such as State Health Departments, Schools of Public Health, and national non-profit health organizations.

Qualifications

Applicants must have at least one year of specialized experience at or equivalent to the GS-13 in the Federal service as defined in the next paragraph.

Specialized experience is experience which is directly related to the position which has equipped the applicant with the particular knowledge, skills and abilities (KSAs) to successfully perform the duties of the position to include experience providing technical and administrative leadership necessary to maintain integrity and security of IT systems, and management of technical projects as they relate to design, development and implementation of the organization IT systems.

Additional Qualifying experience for the GS-14 grade level requires IT-related experience that demonstrated each of the following four competencies: Attention to detail; customer service; oral communications; and problem solving.

1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
