The Office of Housing

provides vital public services through its nationally administered programs. It oversees the , the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.

The Office of Healthcare Programs (OHP)

administers FHA's healthcare programs, the Section 232 Mortgage Insurance for Residential Care Facilities and Section 242 Mortgage Insurance for Hospitals programs. Both programs enable the affordable financing and refinancing of healthcare facility projects and are integral to HUD's community development mission. OHP's programs assist hospitals and residential care facilities (such as nursing homes and assisted living facilities) to more reasonably finance construction, renovation, acquisition, or refinancing projects. These programs strengthen local communities, improve access to healthcare, and decrease overall healthcare costs.

Responsibilities

As a Senior Account Executive, you will:

-Serve as a Departmental expert in the analysis of hospitals and/or residential care facilities, particularly as pertains to Section 232 and/or 242 mortgage insurance program policies, procedures, and regulations.

-Be responsible for identifying and assisting severely troubled healthcare facilities in financial distress, developing action plans for improving their financial condition, and authoritatively presenting such plans to the boards and executive management of the facilities.

-Assist the Office Director and Deputy Assistant Secretary to develop and execute marketing strategies to attract additional applicants to the FHA program, emphasizing areas that will promote diversity in the insurance portfolio.

Qualifications

You must meet the following requirements by the closing date of this announcement.

For the GS-14, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience or for this position includes:

-Monitoring or leading teams to assess the financial and operational performance and identifying financially weak or troubled hospitals.; AND

-Analyzing, summarizing, and writing reports based on the findings of the finances, operations, and creditworthiness of a hospital/hospital facility; OR

-Leading and managing the financing of significantly large mortgage insurance amounts, such as a single hospital loan or a single nursing home portfolio worth.

CONDITIONS OF EMPLOYMENT:

- Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;

- Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.

The following are exceptions to the Section 8 prohibition:

- The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;

- The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;

- The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;

- The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or

- The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
