GENERAL DESCRIPTION:

Position performs clerical/administrative work supporting the care and treatment of inpatients. The Medical Support Assistant (MSA), Ward Clerk works collaboratively in an interdisciplinary coordinated care delivery model or specialty setting where the team model is used. The incumbent performs such duties as, but not limited to: admitting, transferring, and discharging patients in VIST NCPRS, maintaining patient files, verifying and acting on physician orders, reception of patients and their families, coordinating interdisciplinary team communication, scheduling post hospitalization follow up, data entry into VIST NCPRS, scheduling follow up appointments and or coordinating with outpatient specialty team to ensure follow up appointments are scheduled. Inpatient units supported by ward administration include: general medical, surgical, intensive care, pre-operative assessment, post anesthesia care, psychiatry, substance abuse treatment, short term rehab, long term care and hospice units. The medical support assistant (MSA) Ward Clerk position has a pivotal role within the inpatient interdisciplinary team. Inpatient care is delivered in a team based model. Members of the team include the Ward Clerk, Physicians, Nurse Managers, Charge Nurses, Patient Care Coordinators, Staff Registered Nurses, Licensed Practical Nurse/Licensed Vocational Nurse and Certified Nursing Assistants. The team works collaboratively with other members of an expanded health care primary care team including pharmacists, social workers, dieticians, behavioral health staff, etc.to provide a robust interdisciplinary approach to care. The Ward Clerk is able to independently manage position responsibilities with little supervision as well as set priorities and deadlines adjusting the flow and sequencing of the work to meet team and patient needs.

Functions: The Inpatient Unit MSA works collaboratively in team environment and performs receptionist duties, customer service and other duties assigned for the proper and timely treatment of patients on the inpatient unit. He/she must assist with clinic access contingency plans as conflict with staffing and/or coverage occurs. The Inpatient Unit MSA may be required to cover in more than one inpatient area/ward

Ability to independently manage position responsibilities with little supervision as well as set priorities and deadlines adjusting the flow and sequencing of the work to meet team and patient needs.

Supports patient safety standards.

Incumbent performs a variety of administrative functions associated with patient care and treatment in one of several inpatient units

performing a variety of services. Employee must acquire knowledge of internal organizational procedures, knowledge of various facility services, knowledge of commonly used medical terminology and abbreviations and VA acronyms and their meaning.

The incumbent(s) must coordinate efforts to ensure all aspects of duties are accomplished efficiently, timely, and correctly.

Physical Requirements: See VA Directive and Handbook 5019. The duties and responsibilities of the position requires some mobility between

various Clinic areas in separate building location sites (if applicable), but generally the job is sedentary with some standing, stooping, reaching,

and lifting up to 20 pounds. Incumbent is required to work with computer equipment.

Qualifications

Basic Requirements:

U.S. citizenship. Non-citizens may be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Experience and Education:

(1). Six months experience of clerical, office or other work that indicates the ability to acquire the particular knowledge and skills needed to perform the duties of the position; or

(2). Education. One year above high school; or

(3). Experience/Education Combination. Equivalent combination of experience and education are qualifying for entry level for which both education and experience are acceptable.

English Language Proficiency. MSAs must be proficient in spoken and written English.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Grade Determinations: The following criteria must be met when determining the grade of candidates.

(a) GS-6 Advanced MSA - One year of experience equivalent to the GS-5.

(b) Assignment - The Advanced MSA works collaboratively in an interdisciplinary coordinated care delivery model (i.e., patient aligned care team, or other specialty care setting where the patient aligned care team model is used such as oncology, HIV, SCI, Military Sexual Trauma, etc.). The Advanced MSA coordinates with the patient care team to review the clinic utilization by using various reports (e.g., Clinic Utilization Statistical Summary), ensure that the clinic setup is closely monitored to effectively support the needs of the clinic, and make any necessary adjustments. They develop/maintain effective and efficient communication with the patient, interdisciplinary team, VA medical centers, and other agencies (e.g., assist with communications during the inpatient to outpatient discharge; communicate with non-VA medical facilities; facilitate/process secure messaging with the patient and team; notify patients of normal lab results; develop and manage a tracking system for follow up care such as consults, tests, etc.).

(c) Demonstrated Knowledge, Skills and Abilities: Application material will be reviewed to insure the candidates demonstrates the KSAs below:

Ability to collaborate, communicate, set priorities, and organize the work in order to meet deadlines, ensuring compliance with established processes, policies, and regulations.

Ability to communicate tactfully and effectively, both orally and in writing, in order to meet program objectives. This may include preparing reports in various formats and presenting data to various organizational levels.

Advanced knowledge of the technical health care process as it relates to access to care.

Advanced knowledge of managing a clinic. This includes independently utilizing reference sources, decision making, and empowering the team to collaborate and resolve problems within a complex systems environment.

Advanced knowledge of policies and procedures associated with operational activities that affect the patient flow, patient care, and the revenue process.

Advanced knowledge of medical terminology due to the technical nature of language utilized by clinicians.
