Responsibilities

The incumbent serves as the Medical Officer (Regional Flight Surgeon) with responsibilities for the Office of Aerospace Medicine by developing and managing medical programs in support of Aviation Safety. The Regional Flight Surgeon (RFS) is responsible for the accomplishment of all functions within the Great Lakes Region Aerospace Medicine Division, including managing and directing regional Aerospace Medicine programs. The RFS is responsible for developing and communicating regional positions on Aerospace Medicine policy and operational issues, as well as ensuring consistency in regional program standards, policies, and operations. The incumbent administers and directs the Airmen Medical Certification, Aviation Medical Examiners (AME) Program, Air Traffic Control Specialist and Applicant Examination Program, and the Internal Substance Abuse Program throughout the regions, as well as, provides medical advice to agency lines of business, as needed. The RFS conducts and participates in medical education programs for airmen & agency employees and administers the FAA employee substance abuse program. The RFS represent the Federal Air Surgeon on all medical matters within their geographic area of responsibility. The following are duties included, but no limited to:

Planning and administering a medical certification program for airmen, including professional review and adjudication of cases involving medical pathology and other problems requiring resolution at the regional level.

Administering and operating regional programs, which determine the clearance status of agency employees subject to medical standards.

Administering the regional AME Surveillance programs, including: selection, training, designation, re-designation, termination or non-renewal of designation. Performs other quality management functions to monitor and decrease errors. Conducts periodic site visits as needed.

Providing professional advice and guidance to the regional administrators and other officials in all aerospace medical matters.

Conducting periodic visits to field offices and facilities to advise and assist on medical matters.

Supporting selected aerospace medicine research and medical standards validation efforts.

Overseeing the management of the FAA Employee Substance Abuse Program in the region.

Implementing Quality Management System (QMS) and Safety Management System (SMS) at the regional level.

The Regional Flight Surgeon serves as the Supervisory Medical Officer and is responsible for the supervision of subordinate personnel in the regional office:

Exercises responsibility for all personnel actions for the regional staff;

Evaluates performance of subordinate employees;

Resolves complaints and minor disciplinary measures, when applicable;

Manages Time & Attendance for regional employees;

Assigns work, allocates resources, and employs effective decision-making to guide staff in meeting daily operational demands;

Provides guidance for training and developmental opportunities;

Qualifications

ALL APPLICANTS MUST POSSESS AND PROVIDE DOCUMENTATION OF THE FOLLOWING REQUIREMENTS: Degree: Doctor of Medicine or Doctor of Osteopathy from a school in the United States or Canada approved by a recognized accrediting body in the year of the applicant's graduation. [A Doctor of Medicine or equivalent degree from a foreign medical school that provided education and medical knowledge substantially equivalent to accredited schools in the United States may be demonstrated by permanent certification by the Educational Commission for Foreign Medical Graduates (ECFMG) (or a fifth pathway certificate for Americans who completed premedical education in the United States and graduate education in a foreign country).] Graduate Training: Subsequent to obtaining a Doctor of Medicine or Doctor of Osteopathy degree, a candidate must have had at least 1 year of supervised experience providing direct service in a clinical setting, i.e., a 1-year internship or the first year of a residency program in an institution accredited for such training. For purposes of this standard, graduate training programs include only those internship, residency, and fellowship programs that are approved by accrediting bodies recognized within the United States or Canada. Listings of accredited programs are published yearly in the Directory of Residency Training Programs and the Yearbook and Directory of Osteopathic Physicians. Licensure: For positions involving patient care, candidates must have a permanent, full, and unrestricted license to practice medicine in a State, District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States. Aviation Medical Programs: In addition to a residency in aerospace medicine, knowledge, skills, and abilities for work in this program area may have been acquired in fields such as internal medicine, pulmonary disease, cardiovascular disease, family practice, preventive medicine, occupational health, or public health. To qualify for this position, applicants must have one year of specialized work experience equivalent to the FV-L or GS/FG-13/14 level (in the Federal service) in aviation/aerospace medicine and in the performance of medical review, analysis and interpretation of standards and clearance of safety related employees. Failure to provide requested documentation will result in no further consideration for this vacancy. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Specialized experience may include but not limited to: Applying knowledge of Aerospace Medicine Specialization.
