The Chief Procurement Office interfaces with major IT companies, DIR customers, and the public in performing their roles. DIR is a fast-paced and collaborative environment with energetic and engaged employees dedicated to achieving the best value for the state. We are a state agency utilizing private industry best practices, including tele-work opportunities, to improve overall state functionality.
The individual in this position will perform complex (senior-level) administrative support, contract management and compliance duties. Provides administrative support for the Chief Procurement Office (CPO) division inclusive of Procurement Services, HUB Coordinator, Enterprise and Cooperative Contracts. Work involves processing Exemption Requests received for CPO contracting which are time sensitive and complex. As part of the compliance team, this position will also be responsible for researching and verifying sales under the DIR contracts. Work includes extensive communication with peers, agencies and the vendor community.
This position is expected to work under limited supervision of the SARC Manager with considerable latitude for the use of initiative and independent judgment.
Reviews and processes IT Exemption Requests submitted to DIR by state agencies; includes contract research, review supporting documentation for compliance, and provides recommendations to internal departments.
Utilizes attention to detail when reviewing, identifying and recommending updates based on contract verifications via DocuSign and Salesforce.
Establishes, tracks, and analyzes utilization reports, correspondence and other documentation to identify and develop outcomes
Ensures work follows current contracting policies, regulations and procedures
Performs administrative duties such as filing, copying, documenting archival, records retention, scanning hard copy documentation, uploading documents to various applications and repositories (e.g., Drop Zone, internal drives, Salesforce and SharePoint).
Provides timely and error free communications to customers and vendors
Reviews, analyzes and implements legislation related to contracting
Performs related work as assigned
Graduation from an accredited four-year college or university with major course work in business administration or related field
One year of additional, directly related contract management experience may substitute for each year of formal education. (e.g., High school diploma or equivalent certificate required plus 8 years of experience without a degree, or Associates Degree plus 6 years of experience).
EXPERIENCE AND TRAINING REQUIRED:
Two (2) years of experience in procurement of technology products and or services, including evaluating bids, proposals and quotations
Two (2) years of experience interacting with state agencies and or political subdivisions, e.g., cities, counties, or school districts
CERTIFICATIONS / LICENSES
Certified Texas Contract Manager (CTCM) Certification or Certified Texas Contract Developer (CTCD) Certification (or the ability to earn CTCM and/or CTCD within one year of employment)
KNOWLEDGE, SKILLS & ABILITIES
Knowledge of the principles and practices of state of Texas procurement laws, regulations, rules, policies and procedures preferred
Knowledge of a variety of IT contracting and procurement techniques and best practices
Knowledge of the latest technology related contracting and procurement operations; familiarity with current technology industry trends
Knowledge of and ability to effectively use correct and appropriate business terminology, spelling, grammar and punctuation in written documents
Ability to take care of the customers’ needs while following company procedures
Ability to exercise courtesy, tact and diplomacy in all communications
Aility to utilize the available time to organize, implement and complete division objectives within given deadlines
Ability to interpret and implement regulations, policies, and procedures
Ability to work a flexible schedule to meet required deadlines
