Responsibilities

The employees in this position will be working in the Environmental Management Section (EMS) of the Connecticut Veterans Health Administration. The incumbent independently performs a full range of cleaning duties throughout the medical center, utilizing housekeeping skills and knowledge. The incumbent will be assigned to perform duties throughout a specified area and within a specified time. Duties include but are not limited to:

Maintains floors, walls, doors, baseboard and stairwells by sweeping, dust mopping, damp mopping, scrubbing, stripping, waxing, polishing, vacuuming, spot removing, dusting and washing.

Cleans stainless steel doors, trim storage, instrument cabinets and counters in lobbies, wards, diet kitchens and nurses utility rooms.

Empties and spot cleans trash cans and wastebaskets, replacing liners and carries trash to designated areas.

Cleans ashtrays, smoke stands, sand urns and water fountains.

Replenishes supplies such as: toilet paper, paper towels, soap, etc., in all areas where dispensers are located.

Washes windows and window ledges, glass door panels, screens, etc.

Cleans and arranges furniture, vacuuming rugs and carpets.

Makes beds in individual rooms to include stripping beds, sanitizing mattresses and bed frames and IV poles.

May on occasion move all types of furniture, accessories, beds, small, non-mechanical items, etc. using desk mover, file cabinet movers, carts between offices and from storage areas.

Physical Requirements/Working Conditions: The work performed requires continuous walking, standing, bending, stooping and climbing of ladders to reach high areas. Physical effort is expended continuously in the cleaning task and in the operation of power equipment. The incumbent frequently lifts, carries and moves items such as furniture, full mop buckets, trash bags, linen bags or waste containers weighing up to 40 pounds and occasionally heavier objects with assistance of mechanical devices.

Working Conditions: The incumbent is subject to minor cuts and bruises when operating powered machines, and works in areas subject to contaminated and malodorous refuse and soiled linens. Prolonged use of water and detergents may cause skin irritation

EXPERIENCE: A specific length of training and experience is not required, but you must show evidence of training or experience of sufficient scope and quality of your ability to do the work of this position. Evidence which demonstrates you possess the knowledge, skills, and ability to perform the duties of this position must be supported by detailed descriptions of such on your resume. Applicants will be rated in accordance with the OPM Qualification Standard Handbook X-118C

SCREEN-OUT ELEMENT: Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the on-line questionnaire. Those applicants who appear to possess at least the minimal acceptable qualification requirement are considered for further rating; those who do not are rated ineligible and are eliminated. The potential eligibles are then rated against the remainder of the questions. The screen-out element for this position is the ability to do the job of a Housekeeping Aid without more than normal supervision.

JOB ELEMENTS: Those who meet the minimum level of experience and training for the screen-out element will then be evaluated in each of the following job elements:

1. Knowledge of Housekeeping Aid work practices

2. Ability to interpret instructions and specifications

3. Ability to utilize and maintain tools and equipment

4. Ability to interpret safety rules and regulations

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.

The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal/VA competitive service employees with selection priority over other candidates for competitive service vacancies.
