Responsibilities

You are invited to apply for the position of Director, Enrollment & Forecasting, a Supervisory Health Systems specialist within the Policy Analysis and Forecasting Office of the Veterans Health Administration's Office of the Assistant Deputy Under Secretary for Health (ADUSH) for Policy and Planning Office. As Director you are recognized as the expert on the VA Enrollee Health Care Projection Model leading the development and execution of this Model which projects Veteran enrollment, utilization and resource requirements for the Veterans Health Administration (VHA). The office provides quantitative and qualitative analysts, actuarial analysis, reports and related data pertinent to the administration and revision of all Veteran health care services and entitlement programs to include Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA) and Readjustment Counseling. This is a unique opportunity for you to leverage your professional skills and expertise, to help shape how the Veterans Health Administration, the nation's largest integrated healthcare system, will serve our nation's veterans under health reform. You will be a mentor while leading a professional staff and working directly with VA leaders as part of this noble cause - shaping healthcare delivery for our veterans. All this while enjoying a work/life balance in a dynamic setting and city where history is made every day. Major duties and responsibilities include:

- Conducting comprehensive health care studies using complex data.

- Directing and leading a highly technical and skilled team in the conduct of complex qualitative and/or quantitative analysis using statistical methods to assess health care trends and anomalies.

- Designing and developing specific ongoing and one-time data requirement performing analysis to support VHA resources, planning and policy development at the national level for all VHA programs.

- Advising senior VHA and VA officials on all matters pertaining to the actuarial impact of issues regarding Veteran enrollment, health care utilization and resource requirements.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 04/18/2018.

Time-In-Grade Requirement

: Applicants who are current, permanent Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 showing your time-in-grade eligibility must be submitted with your application materials.

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement and current employees applying under the Veterans Employment Opportunities Act of 1998 (VEOA).

Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: demonstrated work experience that required the application of knowledge regarding extraordinary health system expertise in designing, developing and conducting quantitative and quantitative analysis. Expert analyst in enrollment and forecasting issues, health care utilization and cost trends and population based planning

Education: Applicants may substitute education for the experience required for the GS-14 level.

OR

Applicants may also combine education and experience to qualify at the GS-15 level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-15. For example, an applicant who has 9 semester hours of graduate level education (i.e. 50% of graduate education required) and 6 months of creditable specialized experience (i.e. 50% of the required experience) would equal 100% of the required experience for the position

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

A full year of work is 35-40 hours of work per week. Part-time experience will be credited based on time spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is performed in an office which is adequately lighted and climate controlled.

Education must be accredited by an accrediting institution recognized by the U.S. Department of Education for it to be credited towards qualifications (particularly positions with a positive education requirement).
