Summary

This position is a member of the Senior Leadership Team developing, implementing and overseeing the strategic and operational goals of the Geriatric and Extended Care (GEC) programs. This position reports to the Associate Director of Patient Care Services (ADPCS). The Incumbent is the strategic and organizational excellence leader of all Geriatric and Extended Care programs - Home and Community Based Services, as well as residential settings and nursing homes.

Home Based Services includes Non-Institutional Care Programming, Home-Based Primary Care, Home Tele-Health, Contracted Nursing Homes, Skilled Home Health Care, Homemaker and Home Health Aid Care, Adult Day Health Care, Hospice and Palliative Care Programs, Respite Care and Veteran Directed Care. Residential Settings and Nursing Home settings include Community Residential Care, Medical Foster Homes, Adult Family Homes and Assisted Living. The incumbent has clinical and operational oversight responsibility for the provision of timely and continuous high quality and safe nursing care delivered to patients throughout the VA NCHCS that is a geographical area of 40,000 square miles in 17 counties.

The Incumbent provides clinical leadership for nursing and other clinical professionals delivering care in the GEC Service Line, including the identification and stewardship of best practices, determination of required resources and technologies, and establishment of targeted quality and program goals. Such a plan should create a professional practice environment that fosters excellence in nursing specialty care/mental health as well as customer satisfaction. He/she provides organizational leadership skills to develop and mentor a highly effective diverse workforce, to improve overall specialty care/mental health operations to achieve performance measures and to support strategic planning initiatives. He/she is responsible for initiating and participating in interdisciplinary projects and committees with the aim of improving outcomes in the management of complex patient care or the systems and process of the GEC Servic line.

Responsibilities

The Chief Nurse is a member of the VA Northern California Healthcare System (NCHCS) Nursing Leadership Team. The Chief Nurse reports to the Associate Director of Patient Care Services (ADPCS). The Chief Nurse has the clinical and operational oversight responsibility for the provision of timely, continuous, high quality and safe nursing care delivered to patients throughout the VA NCHCS. NCHCS is a geographical area of 40,000 square miles in 17 counties, which includes Sacramento Medical Center, Community Living Center in Martinez, 11 Community Based Outpatient Clinics, Joint Ventures at Travis Air Force Base and Behavioral Health. He/she is accountable to the Associate Director of Patient Care Services for overseeing clinical and administrative nursing operations in Medicine Specialties and Mental Health. He/she works collaboratively with the Clinical Service Chiefs, Administrative Service Chiefs, and Nursing Leadership to achieve VA NCHCS', VISN 21's, and VHA's strategic goals and initiatives. The major responsibility of the Chief Nurse is to ensure the development of a highly educated, innovative and motivated nursing staff that delivers high quality competent nursing care in all areas of responsibility throughout VA NCHCS.

Qualifications

Basic Requirements: United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.

Graduate of a school of professional nursing approved by the appropriate State-accrediting agency and accredited by one of the following accrediting bodies at the time the program was completed by the applicant: The Accreditation Commission for Education in Nursing ( ACEN

) or The Commission on Collegiate Nursing Education ( CCNE

). In cases of graduates of foreign schools of professional nursing, possession of current, full, active and unrestricted registration will meet the requirement of graduation from an approved school of professional nursing. OR The completion of coursework equivalent to a nursing degree in a MSN Bridge Program that qualifies for professional nursing registration constitutes the completion of an approved course of study of professional nursing. Students should submit the certificate of professional nursing to sit for the NCLEX to the VA along with a copy of the MSN transcript. (Reference VA Handbook 5005, Appendix G6) OR In cases of graduates of foreign schools of professional nursing, possession of a current, full, active and unrestricted registration will meet the requirement for graduation from an approved school of professional nursing.

Current, full, active, and unrestricted registration as a graduate professional nurse in a State, Territory or Commonwealth (i.e., Puerto Rico) of the United States, or the District of Columbia.

Preferred Experience: Current BCLS certification through the American Heart Association

In addition, approximately five (5) years of successful nursing practice in progressively more responsible leadership assignments or Doctoral degree in nursing or a related field (regionally accredited university or college) and approximately three (3) years of successful nursing practice in a progressively more responsible leadership assignments.

National certification. by the American Nurse Credentialing Center in Nursing Administration Advanced.

Master's degree from an accredited school of nursing recognized by the VA (Commission on Collegiate Nursing Education (CCNE) or The Accreditation Commission for Education in Nursing (ACEN).

Member of an appropriate professional nursing organization and seeks continuing education and professional development opportunities consistent with the annual learning plan.

Must have computer skills to include Microsoft Word, Excel, and the ability to navigate a computerized patient record system.

Grade Determinations: The following criteria must be met in determining the grade assignment of candidates, and if appropriate, the level within a grade: Nurse IV - Master's degree in nursing or related field with BSN and approximately 4-5 years of nursing practice/experience; OR a Doctoral degree in nursing or related field and appropriate basic or advanced certification desired, and approximately 3-4 years of nursing practice/experience.

Nurse V - Master's degree in nursing or related field with BSN (or a Bachelor's degree in a related field) and approximately 5-6 years of nursing practice/experience; OR a Doctoral degree (preferred) in nursing or related field and appropriate basic or advanced certification desired, and approximately 4-5 years of nursing practice/experience.

Reference: VA Regulations, specifically VA Handbook 5005, Part II, Appendix G-6 Nurse Qualification Standard. This can be found in the local Human Resources Office.

Physical Requirements: Involves considerable amount of standing, walking, stooping, bending, reaching, lifting, and turning.

Requires carrying or lifting of objects weighing up to 50 lbs., but occasionally may require work that involves pushing or lifting in excess of 50 pounds and going up and down flights of stairs.

The position requires visual and auditory acuity at a level to provide safe and effective nursing care.

The position requires the nurse to work for periods of time with arms above shoulder level or with neck in a fully flexed or extended position and the ability to physically control or defend against emotionally ill clients.

Requires use of hands for actions such as typing, simple grasping, fine manipulation, and repetitive actions.

Requires the ability to frequently respond to multiple demands and priorities.

Has potential for exposure to infectious diseases, hazardous waste and chemicals.

Emotional and mental stability - ability to effectively perform the essential functions of the position and respond appropriately in emergency situations.
