The incumbent of this position will serve as a Senior HR Specialist within the Division of Staffing and Classification providing the full range of operational human resources services including management advisory in the areas of Federal civilian recruitment, staffing, classification, and compensation.

As a HR Specialist, you will:
Provide strategic consulting services related to all aspects of operational Federal civilian human resources recruitment and staffing, delegated examining, classification and pay setting to executives, senior managers, supervisors and employees.
Interpret and provide consultation on all laws, regulations, policies, processes and programs related to operational recruitment and placement, Office of Personnel Management delegated examining authority administration, classification and position management and organization management.
Apply knowledge of applicable rules and regulations to resolve complex issues and recommend solutions to difficult, unusual, or unprecedented situations.
Conduct research and studies to prepare written work products such as instructions, process documents, recommendation papers, briefings, reports and Agency responses to inquiries or requests for information related to recruitment, classification and compensation.
Conduct quality review and approval of personnel actions and perform peer review of work products to ensure they comply with applicable laws, regulations, policies, processes and audit requirements.
Provide position classification services related to complex and controversial positions for a group of organizational segments to include recommending appropriate realignments of positions within a department, conducting employee and management interviews, assessing position descriptions and classification standards to determine position series and grade, and drafting formal reports of conclusion and findings.
Develop vacancy announcements utilizing an automated system such as USAStaffing.
Interpret and apply applicable regulations and laws to determine eligibility, rate, rank and refer candidates to hiring officials for consideration.

* Strong staffing and classification experience in both operations and policy;

To qualify at the CU-13

Specialized experience
is defined as experience providing the full range of operational and advisory services in Federal civilian recruitment and staffing, classification, and compensation.
Examples include, but are not limited to the following: provided advice on the variety of appointing authorities, recruiting sources and hiring flexibilities such as merit promotion, delegated examining, etc.; advised on and performed evaluations on position classification actions; advised managers on a wide variety of complex legal, regulatory and procedural issues related to staffing, recruitment, classification, compensation, and other related human resources areas; and developed vacancy announcements, job analysis, assessment questionnaires and similar work products related to recruitment and staffing.

Additional information
: Pay will be set using NCUA's Compensation policy. The salary range shown is NCUA's Local Pay Rate (LPR) which includes a locality rate of 39.87% for the Alexandria, Virginia geographical area. The 2018 locality rates, by location, can be found on the NCUA Careers webpage under the NCUA CU Pay Structure .
