The primary purpose of the Administrative Specialist (Human Resources) position is to provide human resources liaison and customer service support between the Regional Recovery Office, Regional Office and OCCHCO. This position starts at a salary of $61,929 (IC-11).

Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

This position is being announced under FEMA's Cadre of On-call Response/Recovery Employee (CORE) Program. This is a temporary appointment in the Excepted Service, not to exceed 2 years, with the option to extend based on workload and funding availability. Veterans Preference does not apply to the CORE selection process.

In this position, you will provide human resources liaison and customer service support between the Regional Recovery Office, Regional Office and OCCHCO. Typical assignments include:

Independently performing human resources liaison duties to address personnel issues; acting as the liaison with the Human Resources office concerning personnel-related matters; recommending appropriate action or suggesting alternatives

Initiating personnel actions in FedHR, tracking them through the various administrative levels of the organization, and confirming effective dates; developing and conducting training and orientation briefings on principles and practices of maintaining an effective personnel management for new and existing employees

Coordinating the quality assurance program by completing functions such as data collection, data management, monitoring, tracking, analyzing, and interpreting data for program evaluation and future planning; independently planning and carrying out internal review activities to ensure accuracy and validity of audits

Occasional travel - Occasional non-emergency travel may be required.
