The primary purpose of this position is to serves as the manager for the International Mobile Training Teams programs in support of Department of Defense agencies; serving as the USAF's subject matter expert and primary point of contact, for all work in support of global employment Security Cooperation Education Teams pertaining to USAF International flying and non-flying related training programs; in support of major weapons systems sales, Foreign Military Sales programs, or as part of a country's International Military Education and Training program.
Extended Training Service Specialist (ETSS) Manager. Responsible for the management and administration of all USAF sponsored ETSS and Language Training Detachments requirements. Interacts and interfaces with representatives of Unified Commands, Security Assistance Organizations ,foreign military officers, foreign diplomatic and embassy services/personnel/missions, U.S. personnel assigned in foreign countries and high level military and civilian representatives of the U.S. Government
Mobile Training Teams; Assists the Mobile Training Teams Technician and provide guidance and advice dealing with the management and administration of USAF sponsored Mobile Education Teams and Mobile Training Teams requirements.
Air Force Security Assistance Training Squadron representative; Initiates official correspondence, messages, staff summary sheets, and talking papers relative to teams' management. Represents AFSAT at meetings concerning teams' issues. Interacts with representatives of foreign governments U.S. personnel assigned in foreign countries, and high level military and civilian representatives of the U.S. Government.

ADDITIONAL CONDITIONS OF EMPLOYMENT: Employee must obtain and maintain a Secret security clearance.
Employee must be comfortable in dealing with high-ranking foreign representatives and able to utilize tact and diplomacy on all occasions.
It is highly desirable that the employee possess a BA or BS degree; a BA/BS in International Affairs, Public Administration, Political Science, or Business Administration or have at least 3 years of specialized International Affairs, Public Affairs, Political Science, or Business Administration experiences or a combination of the above education and experiences.
Position may require travel away from the normal duty station to aid from foreign countries by military or civilian aircraft. Employee must participate in the squadron training plan.
Working knowledge of basic office software such as Word, Excel, and PowerPoint; and must develop a working knowledge of legacy computer programs such as TRACS, DSAMS, and MilPDS/OTA.
Basic Requirements for GS-0130: A Bachelor's degree (or higher degree) or a degree with a major or equivalent, or a combination of courses totaling at least 24 semester hours, in international law and international relations, political science, economics, history, sociology, geography, social or cultural anthropology, law, statistics, or in the humanities; or 12 semester hours in one of the above disciplines and 12 semester hours in statistics/quantitative methods.
Combination of Education and Experience: courses equivalent to a major, or a combination of related courses totaling at least 24 semester hours, as shown above.
Experience: four years of appropriate experience in one or more of the fields listed above in work associated with international organizations, problems, or other aspects of foreign affairs. Evaluation of Experience: Qualifying experience may have been through residence, study, teaching, business or commercial activities, military service, newspaper work, military or civil government activities, missionary or international relief work, or other experience in foreign countries. In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below.
SPECIALIZED EXPERIENCE: One year of specialized experience for GS-0130-11 which includes knowledge of security assistance program management sufficient to independently plan/manage team deployment requirements (i.e. personnel requisitions, funds, critical assets, and other resources), knowledge of National Disclosure Policy principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment and information, knowledge of politico-military affairs, technologies used in military Command and Control systems, technologies used in military weapons systems, information and industrial security processes for classified material handling, and ability to understand and work effectively within an industry export compliance program. Note: You must submit a copy of official transcripts. This definition of specialized experience is typical of work performed at the GS-09 grade/level or equivalent in the federal service.
FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS:
Applicants must have served at least 52 weeks at the GS-09 or higher grade (or equivalent in an alternate pay system) within the Federal Civil Service to be considered for referral. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Knowledge of security assistance program planning methods and techniques sufficient to independently plan/manage team deployment requirements (i.e. personnel requisitions, funds, critical assets, and other resources) utilizing automated data processing equipment to effectively manage and track financial and personnel status of deployed teams.
Knowledge of case management procedures and the ability to analyze, evaluate, and accomplish special training studies and projects to develop and process modifications, amendments relative to FMS cases requiring team deployments.
Skill and diplomatic capabilities to present and acquire acceptance of plans, programs, policies, and procedures with all levels of AETC, Personnel, HQ USAF, MAAGs, unified commands, foreign governments, other government activities and industry representatives.
Knowledge planning, administering, and monitoring conferences, visits, travel teams, and other multiple tasks associated with a high-ranking international audience. The ability to effectively communicate with high level foreign personnel both orally and in writing, using proper tact, protocol, and diplomacy.
Expert knowledge of National Disclosure Policy (NDP-1) principles and how they are applied to issues relating to Foreign Military Sales and commercial exports of defense equipment, technology, information, and assistance. Ability to lead, review complex technical material and approve the disclosure and/or export to foreign entities.
Expert/mastery level knowledge of general agency and specific foreign disclosure operations, politico-military affairs, agency operations, technologies used in military Command and Control systems, technologies used in military weapons systems, information and industrial security processes for classified material handling, MPEP procedures and guidance, and general management practices, and to understand and work effectively with an industry export compliance program.

Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

The certification must be signed by, or by direction of, the adjutant, personnel officer, or commander of your unit or higher headquarters and must indicate when your terminal leave will begin (if applicable), your rank, dates of active duty service, the type of discharge and character of service (i.e. honorable). Further, under paragraph (h) of the rule, agencies are required to verify a qualifying separation from military service prior to appointment, through the DD-214 or other appropriate documentation.
