Summary

This position is located in the Pacific Southwest Region, Fire & Aviation Management, Operations, Southern California in Riverside, California. This position provides coordination services for the Fire and Aviation Management staffs of the National and Regional Offices of the Forest Service (FS), Bureau of Land Management (BLM), National Park Service (NPS), Bureau of Indian Affairs (BIA), and Fish and Wildlife Service (FWS).

The incumbent of this position serves as Deputy Geographic Area Coordination Center (GACC) Manager and serves as an alter-ego to the GACC Manager and as such shares responsibility with the GACC Manager for providing technical and administrative direction to all GACC activities, including supervision of employees. The lands within each geographic area have a long history of intense wildfire activity amidst high natural resource values, including commercial timber, wilderness, threatened and endangered species habitat, recreation, watershed and airshed. The position assists in managing and directing programs supporting the coordination, logistical support, and dispatch of fire and emergency resources across the nation, which includes all lands administered by various federal and state agencies.

Responsibilities

Assists in the leadership, direction, and coordination of the interagency logistical support of wildland fire management, wildland urban interface activities and emergency resources.

Assists with managing all coordination center activities to include operations, logistics, and predictive services. Participates in the identification of operational and/or allocation/ resources issues and implementation of resolutions for improvement.

In the absence of the GACC Manager, coordinates aerial attack capability and establish priorities, reviews resource operations, mobilization coordination, budget/personnel, etc. Provides support to manage financial program resources and assists in conducting workload and fair share cost analysis.

Conducts or coordinates special projects or programs to provide guidance and determine conformance with established policies, programs and procedures. Participates in developing operating manuals/standard operating procedures, training guides and briefing papers, statistical reports. May serve as Contracting Officer Representative (COR) managing and negotiating equipment contract services.

Performs as the first line supervisor for the GACC staff, providing direction and oversight to the Predictive Services, Operations and Support Sections. Manages a diverse workforce, and performs the administrative and human resource management functions.

Performs wildfire suppression support as directed within training and physical capabilities and other duties as assigned. Duties listed are at the full performance level.

Travel Required

Occasional travel - Travel may be required each month for trainings, meetings, and emergencies. Travel requirements may increase for emergency travel throughout the year.

DRUG TESTING: This is a Testing Designated Position (TDP). Selectee must submit to a urinalysis to screen for illegal drug use prior to appointment and random testing thereafter. Final appointment and continued employment is conditional on negative results for illegal drug use.

Qualifications

You must possess the Basic Requirements identified below to be considered eligible for this position. Transcripts must be provided for qualifications based on education. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your application or resume must clearly show that you possess the appropriate experience requirements.

GS-11: One year of specialized experience equivalent to at least to the GS-9 grade level; or three years of graduate level education or a doctorate in a position-related field of forestry or natural resources management; or combinations of graduate level education that is directly related to the position and specialized experience. The education must have been obtained in an accredited college or university. Examples of specialized experience are: Assisting in establishing priorities and directing the mobilization and reassignment of firefighting resources to multiple incidents of varying complexities; assisting in monitoring fuels and weather data products to assess current and predicted wildland fire potential and resource needs; participating in the identification of operational and/or allocation/resources issues or problems and implementation of resolutions for improvement as related to fire and/or aviation program management.

GS-12: One year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience are: Assisting in overall leadership, direction, and coordination of an interagency logistical support and emergency resources center; assisting in coordinating the interagency support of wildland fire management such as fire suppression, fire preparedness, and prescribed fire; assisting with managing all dispatch activities to include operations, logistics, and predictive services such as intelligence and weather, and on-going analysis of fuels and resources to prepare strategic plan.

SELECTIVE PLACEMENT FACTOR:

A minimum 90 days experience performing on-the-line (Primary/Rigorous) wildland fire suppression duties as a member of an organized fire suppression crew or comparable unit that utilized knowledge of wildland fire suppression, containment or control techniques and practices under various conditions. This experience must be documented with specific dates in the online application or resume.

FIREFIGHTER RETIREMENT COVERAGE: This is a secondary firefighter position under 5 USC 8336(c) (CSRS) and 8412(d) (FERS). At least 90 days of wildland firefighting experience is required. There is no age limit for entry into secondary positions. Firefighter retirement coverage of the incumbent depends upon his or her individual work history.
