The area of consideration for this vacancy announcement is for U.S. Citizens and Non-Citizens within the Local Commuting Area of Fort Drum, NY. This includes the counties of: St. Lawrence, Oswego, Jefferson, and Lewis. This position is located at various locations within Child, Youth, & School Services Division.
Fort Drum, home of the 10th Mountain Division (LI), is located in northern New York's picturesque North Country, one of the most historically unique and geographically beautiful areas of the United States, offering many outdoor recreational opportunities from hunting and fishing to winter sports of all types. Fort Drum is approximately 30 miles south of the Canadian border, 85 miles north of Syracuse, and 350 miles north of New York City. It is located with the Great Lakes to the west, the Adirondack Mountains to the east, and the St. Lawrence River and Thousand Islands in between.

Works in-ratio 50% of the time providing breaks for assigned staff, modeling appropriate behavior, and providing program oversight and accountability during all hours of program operation.
Supervises and evaluates employees based on established performance standards as required.
Acts as Director in Director's absence up to 20% of the time.
May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings such as a Child Development Center Supervisory Program Specialist acting as the director of the Youth Center on a Saturday.
Prepares work schedules to meet ratio and group size requirements.
Works with trainer and supervisor to plan, coordinate and implement activities and special events that meet the physical, social, emotional and cognitive needs of children and youth.
Participates in conferences with parents, program staff, and school representatives.
Serves as a member of the CYS Services Garrison Rapid Improvement Team as needed to ensure assigned area is in compliance with all statutory and regulatory requirements leading to DoD Certification and national accreditation.
Monitors food service program for assigned area ensuring compliance with all applicable Army and USDA food program policies and procedures to include proper meal components and portion sizes.
May be required to perform health related practices as reasonable accommodation for children with disabilities.
25% or less - You may be expected to travel to on and off-site locations in the local area to perform daily duties and minimally for off-site and/or out-of-state training purposes.

Qualified candidates will possess all items under Option #1 or Option #2:
Option #1 A 4-year college or university degree with a major course of study (24 semester hours) in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.), AND
The ability to select, train and supervise staff,
Experience working as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
Option #2 Twenty-four (24) semester hours equivalent to a major course of study in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as related behavioral science.), AND
Twelve (12) months experience experience working as a Lead Child and Youth Program Assistant, Lead Child and Youth Program Technician, Child and Youth Site Leader or as a successful graduate of an Army CYS Services/Land Grant University Intern Program or similar program.
In addition, ALL candidates MUST possess: Demonstrated ability/work experience: to develop and implement child and youth facility-based programs, AND
plan and organize work, AND
analyze problems to identify significant factors, AND
gather pertinent data and recognize solutions, AND
present ideas and proposals to a variety of audiences.
Comprehensive oral communications skills and analytical writing skills.
