Kinston and Lenoir County is seeking a visionary leader to serve as the Director
of the Kinston and Lenoir County Parks and Recreation Department.  Working in conjunction with Lenoir County's Parks and Recreation Commission and under the direction of the Kinston City Manager, the next Director will lead with passion and innovation to develop and expand the parks and recreation programs in Kinston and Lenoir County.  This is an excellent opportunity for an experienced and energetic professional who enjoys partnering with others and working collaboratively to design and develop programming that enhances the health and well-being of the community and contributes to a greater quality of life for residents.  
 
Located on the Neuse river, 80 miles east of Raleigh, North Carolina, Lenoir County has a population of 56,000 with approximately 21,500 of those individuals residing in the City of Kinston, a recipient of the prestigious All-America City award.  Kinston's revitalized downtown is a destination for visitors and is home to the nationally renowned Chef and the Farmer Restaurant, Mother Earth Brewing and Mother Earth Lodge, Three Stacks Distillery and Lovick's Café. Kinston is also one of the first stops along the African-American Music Trail celebrating legendary jazz and blues musicians. 

Fall, spring and summer temperatures in the area allow outdoor enthusiasts to take advantage of a multitude of opportunities such as watching future major league players at historic Grainger Stadium, home of the Down East Wood Ducks, a class A minor league team; paddling along the Neuse river, strolling the River Walk, cooling off at the Lions Waterpark Adventure, or listening to music at Kinston Music Park.  In addition, a community fitness center, USTA tennis courts and multiple fields provide residents an opportunity to participate in sports such as basketball, softball, baseball, soccer and football.  Kinston/Lenoir County is the home to a proportionately high number of current and former professional athletes who grew up participating in world-class athletic training programs offered through partnerships between the schools and the parks and recreation department.

?Kinston and Lenoir County are home to a number of large and small businesses.  Spirit AeroSystems manufacturing center as well as Lenoir County's Global TransPark secure the area as a major player in the aerospace industry.  Other manufacturing and agriculture-based companies thrive in a community with Lenoir Community College.

The Lenoir County Public School System operates 17 schools in the County:   8 elementary schools, 4 middle schools, 1 K-8 school, 3 high schools, 1 alternative learning academy and 1 early college.  STEM is offered as a part of the curriculum in all schools.  Advanced placement courses are offered in two high schools and an International Baccalaureate Diploma is offered at one high school.  Intramural and competitive sporting activities are offered through the schools to assist in the development of well-rounded students.
Duties/Responsibilities
The Organization and Department:
The Kinston/Lenoir County Parks and Recreation department serves the residents of the city and the county but is administratively managed by the City of Kinston.  The City of Kinston operates under the Council-Manager form of government and has a Mayor and 5 Council members.  The Parks and Recreation Director reports directly to the City Manager and works in partnership with the Parks and Recreation Commission whose members provide advice and input in setting direction for department programming and facilities. 

With a budget of $6.1 million dollars and 35 full-time regular employees, the Department manages and maintains more than 22 parks and facilities.  Facilities include historic Grainger stadium, 2 community centers, including a therapy pool, heated pool and waterpark, nature center, camp site, playground, picnic facilities, planetarium and health science facility.  There are over 168 acres of playing surfaces throughout the County.  The Department offers a large variety of professional and diverse leisure opportunities through programs, facilities, parks and open space, making Kinston and Lenoir County a desirable place to work, live and play. 
Qualifications
The Parks and Recreation Director directs, manages and oversees the activities and operations of the Department including park maintenance, diverse recreation programs, community activities and athletic programs, as well as coordinating joint activities with other agencies and organizations. The Director is responsible for the development of the annual operating budget, capital requirements and the Parks and Recreation Master Plan, which includes long-range goals and objectives.
Qualifications:
     Bachelor's degree with coursework in recreation administration, physical education, public administration, business administration, or related field and five or more years of experience in parks and recreation management including considerable supervisory experience, or equivalent combination of education and experience. Local Government/Municipal parks and recreation experience and a relevant master's degree and CPRP certification are highly preferred. The selected candidate will be required to maintain a driver's license valid in the State of North Carolina.

an excellent and effective communicator, including one on one, small groups and public speaking, who confidently and persuasively engages citizens, community groups, staff, and elected officials; an empowering leader equally dedicated to building a cohesive team throughout the department and developing individual employees; an innovative and imaginative leader who can inspire staff to create and develop unique and comprehensive recreation and athletic programs to meet the needs of all residents, including the under-served populations. creative in managing budgets, leveraging limited resources, writing and securing grant funds, and working effectively with Parks and Recreation partners to maximize complex partnerships. a strategic thinker who can facilitate the development of a clear vision for Parks and Recreation and lead in the creation and/or update of the Parks and Recreation Master Plan; a skilled collaborator who easily builds partnerships with community stakeholder groups in order to deliver more effective programs to a larger audience; and, well-organized with a desire to serve the community and create recreational opportunities and programs that will serve as a benchmark for others.
Additional Information
The salary range is $65,771 to $91,189 and is negotiable within the range based on experience and qualifications. The City offers a comprehensive benefits package including medical, dental, vision life insurance, membership in the NC Local Government Employees Retirement System and an additional contribution to the NC 401K Supplemental Retirement plan.  Paid holidays, sick leave and vacation leave are also provided.

The County/City use a multi-step screening and evaluation process including an assessment center process for selecting executives. The dates for this process are September 18-19, 2018. This is a two day commitment that requires travel to the City on those dates if you are selected to be a finalist and will involve participation in 3-4 activities to assess key competencies. These are not public meetings but there will be substantial interaction with other professionals in the field who will serve as assessors. Further, we have all participants sign letters of confidentiality. NC Law does not require the announcement of applicants until a finalist is selected.
