The incumbent serves as an Administrative Officer for the VISN 2 Center of Excellence (CoE) at Canandaigua, reporting to the Executive Director for the CoE. The Center's mission is to improve the healthcare of veterans through conducting research, clinical trials, and educational events that alleviate the impact of traumatic events. The Center has administrative staff, principal investigators and research support staff. The incumbent will work closely with the Research & Development Service, the Central New York Research Corporation, and the appropriate academic departments with which the Center is affiliated, to further the research efforts of the Center's investigators.

Personnel Administration and Management Work
Directs the personnel management program for the organization, performing or overseeing the full range of human resources requirements. Performs the full range of personnel management and administration for a small organization with varied functions and activities; or for a medium-sized organization with few functions or activities. Acts as the liaison with the human resources office concerning personnel-related matters. Provides advice and assistance to managers and staff concerning Federal and agency personnel processes and procedures. Assists managers and staff in projecting staffing needs, writing position descriptions, developing job analysis, preparing performance plans and appraisals, processing training requests, and drafting disciplinary and adverse actions. Reviews, analyzes and interprets incoming requests. Recommends appropriate action or suggests appropriate alternatives based on knowledge of internal operations, agency personnel policies, budgetary constraints and work priorities. Calls to the attention problems that require agency human resources office intervention or correction. Provides orientation for new staff. Keeps managers informed of the status of on-going personnel actions. Provides advice on solving complex personnel-related problems.
Budgeting/Financial Management Work
Provides for the budgeting and financial management for the organization. This includes budget formulation, justification, and execution; financial management; and financial reporting. Provides advice to management and program personnel on budgetary and financial issues. Manages budget formulation and execution for a changing budget of administrative expenses, involving different funding sources. Analyzes Federal budget calls, reviewing guidelines and instructions. Briefs managers of schedules and data requirements. Participates with managers in reviewing office needs, plans, and goals to develop budget data and justification for review and approval. Prepares budget package for submission to the budget office and responds to all questions from that office. After budget has been approved, directs execution. Monitors balances and status of projects and recommends reprogramming of funds as needed. Justifies requests for reprogramming as necessary. Reviews financial reports and resolves discrepancies with the appropriate accounting office. Assures that all expenditures are properly authorized and documented.
Procurement & Contracting
Manages procurement and contracting for the organization. This may include preparing procurement requests, evaluating proposals for work, acting as a COR for procurements, and/or maintaining procurement and contracting records. Manages contracting and procurement for small procurements that require varying approaches. Initiates and prepares contracts t6 secure adequate resources to facilitate operations to include determining appropriate costs, performing costs analysis, soliciting bids. Writing sole source justifications, and communicating both orally and in writing with contractors. Prepares and reviews purchase order for supplies and non-expendable property such as equipment , to include personal computer hardware and software and other specialized equipment necessary to the effective functioning of the office. Exercises authorizations for obligation and expenditures of funds.
Provides for the overall administrative management for the organization. This may include interpreting administrative policies, developing, implementing local policies, defining administrative requirements, and/or providing advice to top management on related issues. Performs administrative management requirements for a medium-sized organization with few functions. Applies new policies, provides advice on requirements. Maintains administrative systems, and prepares administrative paperwork.

Physical Requirements: The work is mainly sedentary in nature; however, there may be some walking, standing, bending or carrying of light items.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. You may qualify based on your experience and/or education as described below:
Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assists with planning of administrative functions
Identifies, analyzes, and makes recommendations to program manager in order to resolve conventional problems and situations.
Assists in the development of detailed procedures and guidelines to supplement established administrative regulations or program guidance.
Completes reports and recommendations which may influence decisions by managers concerning program performance..
OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you mut have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related.
OR, Combination: Combinations of successfully completed post-high school education and experience may be used to meet total qualification requirements for the grade levels specified in the table, and may be computed by first determining the applicant's total qualifying experience as a percentage of the experience required for the grade level; then determining the applicant's education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify an applicant for that grade level. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.
