The Office of Housing provides vital public services through its nationally administered programs. It oversees the Federal Housing Administration (FHA)
, the largest mortgage insurer in the world, and regulates important parts of the housing industry. The Office of Housing also helps ensure consumers can access housing counseling and provides affordable rental housing through its Multifamily housing program. The Office of Housing is committed to helping all Americans obtain safe, decent affordable housing.
The Office of Single Family Housing is responsible for the overall management of Single Family mortgage insurance programs for the Federal Housing Administration (FHA). The Office assists in the expansion of affordable and quality homeownership opportunities for individuals and families who are traditionally underserved by the private market. The Office also acts as a stabilizing force in the single family home financing market by increasing access to mortgage credit. Policies and programs administered by the Office-from becoming an FHA-approved mortgage lender or other stakeholder, to mortgage origination through post-closing and endorsement processes, servicing of FHA mortgages, and beyond-assist in the provision of these affordable mortgage programs while meeting the needs of borrowers. These functions are carried out by dedicated staff in our Washington, DC headquarters, four Homeownership Centers in Atlanta, GA, Denver, CO, Philadelphia, PA, and Santa Ana, CA, and through our National Servicing Center in Tulsa, OK.

The following are the duties of this position at the GS-14. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, and will receive training to help you grow in this position.
- Perform a variety of professional and technical duties as it relates to single family programs, valuation/appraisal requirements and program support operations.
- Initiate and provide leadership, coordination technical advice, guidance and interpretation of policies and procedures on Single Family housing programs and valuation/appraisal requirements for Headquarters, field office staff and affected members of the general public.
- Prepare term sheets for the development of new regulations to implement new or revised statutory authority as it relates to single family programs and appraisal/valuation requirements.
- Plan, initiate, and conduct analytical studies of the various aspects of single family housing procedures for the purpose of evaluating the effectiveness of current policies and procedures.
- Utilize appropriate single family systems in support of assigned functions and projects.

- Interpreting and providing technical advice, guidance of policies and procedures for government-insured, guaranteed or conventional Single Family housing programs; AND
- Provide advice and guidance on Single Family real property valuation/appraisal topics.
Specialized Experience: For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes:
- Preparing program regulations, guidance and handbooks; AND
- Interpreting and providing technical advice, guidance of policies and procedures for government-insured, -guaranteed or conventional Single Family housing programs for Single Family real property valuation and appraisal.

CONDITIONS OF EMPLOYMENT:
- A one year probationary period may be required.
- Must successfully complete a background investigation.

- Financial interest in a project, including any single family dwelling or unit subsidized by HUD, or which is subject to a note or mortgage insured by HUD;
- Section 8 subsidies to or on behalf of a tenant of property you, your spouse, or a dependent child owns.
The following are exceptions to the Section 8 prohibition:
- The employee, or the employee's spouse or minor child acquires, without specific intent as through inheritance, a property in which a tenant receiving such a subsidy already resides;
- The tenant receiving such a subsidy lived in the rental property before the employee worked for the Department;
- The tenant receiving such a subsidy is a parent, child, grandchild, or sibling of the employee;
- The employee's, or the employee's spouse or minor child's, rental property has an incumbent tenant who has not previously received such a subsidy and becomes the beneficiary thereof; or
- The location of the rental property is in a Presidentially declared emergency or natural disaster area and the employee receives prior written approval from an agency designee.
