Summary

Employee will serve as a Program Support Assistant located at the Veterans Healthcare Administration, Veterans Canteen Service (VCS) Central Office in St. Louis, Missouri. This position will be responsible for working closely with buyers in maintaining the overall integrity of hte VCS procurement and inventory systems.

Responsibilities

Duties will include, but may not be limited to the following responsibilities:

Handles administrative duties associated with the VCS procurement system, ensuring accurate data regarding quantities, item description, dollar amounts, vendor information, etc.

Prepares merchandise purchase orders, verifying the cost, selling prices, retail value, quantities of orders, and total costs are accurate/complete.

Reviews/analyzes product information received from buyers, resolves discrepancies with the buyer or vendor, then make necessary corrections according to the buyers spreadsheet.

Contacts vendors to obtain UPC codes; ensure vendor contact information is accurate, as required for purchase orders.

Research and gather missing information on products utilizing vendor and internet product searches, to create a proper item description.

Uses office automation equipment/functions (i.e., computers, copiers, scanners, graphics software, facsimile, spreadsheets, databases, etc.); enters data, create reports and word documents, scans/manipulates photographs, faxes orders, etc.

Greets visitors, answers multi-line phone system and directs customers to appropriate offices.

Work Schedule:

Monday-Friday, 8 am-4:30 pm

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/03/2018.

Time-In-Grade Requirement

: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a (GS-5) position you must have served 52 weeks at the (GS-4). The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:

Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

* Specialized Experience:

Specialized Experience: Candidates must have one (1) year of specialized experience equivalent to the next lower grade (GS-4) in Federal Service. Specialized Experience is defined as experience that has provided you with the particular knowledge, skills and abilities to perform successfully the duties of a (GS-5) Program Support Assistant. Qualifying Specialized Experience includes: using advanced office automation software such as Microsoft Word, Outlook, PowerPoint and Excel to generate reports, memoranda, send emails, create presentations and generate charts/graphs; using correct grammar, spelling, punctuation, capitalization, and format to prepare and edit written correspondences and reports; and scheduling conferences, meetings, and appointments. OR

Substitution of Education For Experience (Transcript Required): Successfully completed 4-years of education above the high school level in any field for which high school graduation or the equivalent is the normal prerequisite. OR combination of Education and Experience (Transcript Required): Equivalent combinations of successfully completed post-high school education and specialized experience may be used to meet total experience requirements. Only education in excess of two years (excess of 60 semester hours) is creditable towards meeting the equivalent combinations

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:

Work is sedentary. Typically, the incumbent sits comfortably to do the work. However, there may be some walking; standing ; bending carrying of light items such as papers, books, etc. No special physical demands are required to perform the work.

Receiving Service Credit or Earning Annual (Vacation) Leave

: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
