The Naval Surface Warfare Center Dahlgren Division (NSWCDD) Dam Neck Activity's (DNA) mission is to provide research, development, test and evaluation, analysis, systems engineering, integration and certification of complex naval warfare systems. As a premier naval scientific and engineering institution, Dam Neck Activity technology is critical to new design concepts for current ships and for systems integration and interoperability for the U.S. Navy

The selectee for this position will serve as a Computer Scientist in the Readiness and Training Systems Department, Integrated Training Systems Division, Surface Training Systems Branch (R21) of Dam Neck Activity, Dam Neck, VA.

The Surface Training Systems Branch (R21) has an immediate need for a Software Engineer supporting R21 Branch. The selectee will provide software engineering expertise to primarily the Joint After Action Review - Resource Library (JAAR-RL) project.

THIS IS A DIRECT HIRE ANNOUNCEMENT. Sections 1122 (a)(1) of the National Defense Authorization Act for Fiscal Year 2014 authorize the Secretary of Defense to recruit and appoint qualified candidates directly into certain scientific and engineering positions within the Department of Defense. Competitive rating and ranking of applicants do not apply to the Direct Hire process.

Responsibilities

You will manage the software development effort.

You will provide expert software support for the development of software architectures, software design, and code development.

You will support Software Integration and Testing for Department of Defense and Navy Software Lifecycle.

You will support the Systems Integration and Engineering planning efforts for integrated Training Systems.

You will provide expert software support of fielded legacy systems.

You will manage tasks and resources related to new capability software design and as well as lifecycle support of in-service software baselines.

You will support the development of key programmatic and process documents.

You will provide oversight for Milestone Technical Reviews as related to Preliminary and Critical software designs.

You will provide technical review inputs and cost analysis of Engineering Change Proposals for future implementation.

You will manage the Software Configuration Management and Software delivery processes.

You will analyze information to determine, recommend, and plan the development of a new application or modification of an existing application.

Earn and maintain appropriate credentials from the Cyber IT/CSWF Qualification Matrix, associated with the specialty area and level commensurate with the scope of major assigned duties for the position to which you are assigned.

Participate in a continuous learning program as described in SECNAVINST 1543.2.

A minimum of 40 hours of Cyber IT/CSWF related continuous learning annually documented in a current individual development plan signed by both the employee and supervisor.

Qualifications

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

1550-Computer Science Series: I have a degree in computer science or degree with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of my 30 semester hours were in a combination of statistics and mathematics that included differential and integral calculus

In addition to the Basic Education Requirements for this position, Your resume must also demonstrate at least one year of specialized experience at or equivalent to the ND-03 (GS-09/11 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional Scientist performing services for the development of acquisition and engineering processes and products for surface training systems. Examples of specialized experience: Developing software solutions for technical requirements, plan for the implementation, and monitor progress towards the solution; Ensuring that contractors deliver critical capabilities to keep programs on schedule and meet customer needs; Participate in analysis of new vendor capability and ongoing vendor evaluations; develop software solutions for technical requirements, plan for the implementation, and monitor progress towards the solution.
