The primary purpose of the position is to statistically analyze the quality, efficiency, and effectiveness of health care by extracting data and performing advanced analysis to show outcomes of interventions in clinical care.

This position is aligned under the Chief of Staff through the CHIO (Chief Health Informatics officer) who is Chief of the Clinical Informatics & Analytics Department. This position is supervised by the CHIO.

Responsibilities

Functions as the knowledge expert for the activities related to showing outcomes in clinical care, and population health programs.

GS-12 is the terminal grade for Informaticist. The candidate is expected to function with very little supervisory direction.

Performs very sophisticated statistical analysis of data sets to assist researchers.

Uses knowledge of SQL to perform data mining.

Functions as an expert related to the Data warehouses, and clinical nomenclatures and data sets.

Presents polished statistical analysis for all levels of the organization.

Possesses elevated level analytical skills-uses Excel, SAS, SSPS, STATA, R, and other software to determine meaning in data sets.

Examines the need for change throughout the organization, determines what changes need to be aligned and how to do it, and leads or participates on process improvement, root cause analysis and system redesign teams.

Possesses knowledge of key terms and concepts related to health Informatics, particularly involving EHRs (electronic health records), aspects related to transmission and interoperability, such as health data interfaces such as HL-7, CDA, and DICOM, and aspects of meaningful use fulfillment.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 05/01/2018.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS - 12 position you must have served 52 weeks at the GS- 11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

Specialized Experience: Applicants must have One year of specialized experience equivalent to at least the next lower grade (GS-11) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:

Consummate knowledge of analysis; well-versed in the application and adaption of a wide range of qualitative and quantitative methods for the assessment and improvement of program effectiveness and the improvement of complex management processes and systems.

Comprehensive knowledge of the electronic health care records, population health, benchmarking, database management systems, and advanced software applications to produce novel applications for use clinicians.CDS tools include enhanced functionality of the electronic medical record.

Proficiency with various modes of presentation (Journals, international/national conferences, Web conferencing, teleconferencing, AVA, videos, etc.).

Adept in project management to assist teams to develop informatics products, and in managing implementation and transfer of developed informatics tools.

Thorough understanding of the critical balance between the administrative and clinical functions in the health care delivery system, and the ability to identify strategies and effective programs to optimize this balance.

Technical knowledge and skill sufficient to develop, test, and implement clinical decision support tools and software utilizing various data architectural platforms to enhance clinical information systems.

Expertise in using SQL for data mining is preferred.

Performs Medline/PubMed Literature searches as needed.

Identifies, and documents relevant tools, resources, and useful practices related to healthcare systems, health information technology, and surveillance.

Competency 2 - Data Analysis

Analyze data, including routine statistical analysis.

Develop and deploy analytics, advanced data visualizations and other techniques focused on large and diverse data sets.

Uses SAS, STATA, R, and other statistical software to find meaning in data sets.

Competency 3 -Data Mining

Incumbent extracts information from disparate internal and external data sources. The incumbent uses data mining technology to search large volumes of data using SQL (Structured Query Language).

Organize extracted data in database management systems such as Microsoft Access, Microsoft SQL Server, or Share Point.

Employs Report Builder, or similar software to create a GUI or client facing structure for dashboards and reports for the CPRS users.

Competency 4 - Consultation & Education

The employee consults, advises and educates all levels of employees.

Initiates, develops and executes complex projects that support veterans' health care needs, collaborating effectively in a principal role; assists clinical business end users in reengineering business processes for clinical efficiency and documentation.

Leader in process improvement, root cause analysis and system redesign teams.

Possess expert level skills in PowerPoint and public speaking & presentations.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements: No special physical requirements or unusual demands are imposed by the work assignment.
