Under limited supervision, supports software development efforts during all phases of the application development life cycle. Analyzes business requirements and designs District and Enterprise-level web-based software that conforms to the target software architectural specifications to address customers’ needs. Develops, tests, maintains and supports a portfolio of business applications. Participates in projects, serves as a lead for some projects. Assists less experienced Programmers/Analysts.

Key Responsibilities:

Meets with customer and business areas to identify requirements and translate business needs into a software design for development of new or modified automated systems. Creates functional and detailed design specifications.

Develops prototypes of proposed automated operations and features. Develops, tests, and implements Internet/intranet based systems using multiple Web technologies and programming languages. Researches, tests, and recommends new software tools. Installs and tests new releases of application software and assists users in testing and implementing those releases.

Provides ongoing application support and user assistance. Works with project teams, business and automation to identify, analyze, troubleshoot, and provides solutions to complex software problems. Provides on-call/after-hour support, answers user questions related to application(s), and advises on the impact of software changes.

Participates in projects, and leads some projects. Develops project time and costs estimates. Creates and maintains work breakdown structures, status reports, and other required project artifacts. Keeps key stakeholders informed of project status. Meets with development teams to analyze technical requirements of proposed automated systems.

Leads and/or participates in one or more of the department’s continuous process improvement workgroups. Identifies and recommends improvements to organizations plans, processes, procedures, and other aspects of the program.

Provides assistance to less experienced staff. Maintains knowledge of emerging technologies in the application development discipline. Assists in evaluating technologies and software development techniques for use in development projects.

Education:

Associate's Degree or 2 years equivalent experience; Bachelor's Degree preferred

Experience:

Two to five years preferred
