As a Supervisory General Engineer in the Engineering Service, at the Oklahoma City VA Health Care System, you will serve as the Chief Maintenance and Operations Engineer.

Responsibilities
You will and will be responsible for all service functions including fire alarm/sprinkler, mechanical equipment, utility systems, grounds maintenance and repair, plant operation, and transportation. Incumbent will also advise on the interpretation and is considered the expert for Life Safety Code Compliance, National Fire Protection Agency Regulations (NFPA), etc. Duties may include, but are not limited to, the following tasks:
Oversees technical and day to day operation of the Maintenance and Operation Section.
Adjusts work assignments, goals, and deadlines as required under constantly changing situations and emergencies.
Provides a clean, safe, hazard free environment for all associated with the Oklahoma City VA Health Care System and residents of the local community.
Manages emergency situations involving all issues where circumstances indicate that facility integrity is in danger.
Determines training needs and develops training program for the Maintenance and Operations Section.
Oversees programs that directly impact patients, visitors, and employees as well as the local community.
Determines the actions necessary to support the continued development and implementation of the Maintenance and Operations engineering program under the general direction of the Assistant Chief, Engineering Service.
Selects new employees for the Maintenance and Operations Section; administers annual and sick leave policies; schedules and approves leave and time card submittals.
Schedules, monitors, and reviews all outside vendor services to ensure appropriate, quality workmanship in a timely fashion.

Qualifications

Time-In-Grade Requirement
: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Note:
Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Basic Requirements:
Education
: Possess a bachelor's degree or higher in professional engineering from an accredited college or university. To be acceptable, the curriculum must:
Be in a school of engineering with at least one curriculum accredited by the Accreditation Board for Engineering and Technology (ABET) as a professional engineering curriculum; OR
Include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statistics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. (COPY OF TRANSCRIPT MUST BE SUBMITTED)
OR
Combination of education and experience
-- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. (COPY OF TRANSCRIPT MUST BE SUBMITTED) The adequacy of such background must be demonstrated by one of the following:
Professional registration -- Current registration as a professional engineer by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
Written Test -- Evidence of having successfully passed the Engineer-in-Training (EIT) examination, or the written test required for professional registration, which is administered by the Boards of Engineering Examiners in the various States, the District of Columbia, Guam, and Puerto Rico.
Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified in the basic requirements. The courses must be fully acceptable toward meeting the requirements of a professional engineering curriculum as described in paragraph A.
Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)
In addition to meeting the basic requirements, you must also meet the specialized experience requirement described below.
Specialized Experience:
You must have one year of specialized experience equivalent to at least the next lower grade, GS-12, in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: providing general engineering leadership and direction for staff; applying trade theory and practice in all lines of work of at least one (1) of the following trades: Carpenter, Locksmith, Painter, Elevator Mechanic, Industrial Controls Mechanic, Electrician, Equipment Servicer (General Mechanic), Air Conditioning Mechanic, Utility Systems Repairer/Operator (Boiler/Chiller Plant), Pipefitter, Plumber, Insulator, Mason, Gardener/Groundskeeper, and Motor Vehicle Operator; developing complex technical plans including construction, maintenance, and repair; providing direction and prioritization of work to subordinates; coordinating work within an occupational group (shop) or trade meeting deadlines; putting new work methods or job phasing into practice, resolving problems and contributing to the job completion.

: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Physical Requirements:
The work requires the employee to carry equipment not exceeding 50 pounds and involves walking, standing, bending, climbing, and crawling. Work is primarily done inside well-lit, heated and ventilated areas. Stress may result from the nature of supervision and personnel activities necessary for effective and efficient operation of the Maintenance and Operation Engineering Department. During surveys, the employee is subjected to all the risks associated with industrial activities and agencies. This exposure requires the use of protective clothing and equipment, including respirators, hardhats, and ear protection. Exposure to hazardous materials including biological, chemical, and radioactive agents.

There is no educational substitution at this grade level.
