This Program Analyst position is located in the Capabilities Management Branch, within the Office of Requirements and Capabilities Analysis (ORCA), Transportation Security Administration (TSA), Department of Homeland Security (DHS). In this position the incumbent will be a subject matter expert for challenging projects, programs and activities involving checkpoint screening technology. Representing the organization as a principal point of contact on the application of policies and procedures with authority to recommend positions, prepare and approve major reports, and develop briefings. Duties include:
Leading special projects and studies, including pilot projects associated with new agency initiatives or programs. Developing agency position papers of emerging issues, technologies, policies, procedures and programs.
Working with TSA offices by strategically making processes recommendations to increase organizational performance and delivering robust, practical and creative answers to operational challenges.
Developing new and innovative approaches, methodologies, and/or techniques using metric reporting and analysis, modeling and simulation tools, capacity planning and process design.
Identifying and resolving issues which often cross organizational boundaries and impact the accomplishments of the TSA's strategic objectives.
Exercising leadership by providing guidance to less-experienced specialists, professionals, managers, or administrative support staff.
Leading large program and project teams, defining and developing internal policies and procedures. Predicting potential issues and proposing preventive actions.
The overall duties at the lower (I) band are substantially the same as those identified at the higher band with the exception that they are somewhat less problematic in nature. Work is performed under closer supervision and aimed at preparing the incumbent with the knowledge, skills, and experience necessary to perform the higher band duties and responsibilities.
