Note:
This position is in the Imaging Department, aligned under the Surgical & Diagnostic Care Line of the Syracuse VA Medical Center. The incumbent filling this position performs Quality Management duties and serves as the Picture Archiving Communication System (PACS) / Automated Data Processing (ADP/VISTA) Coordinator. The incumbent is responsible for efficient operations, data validation, Radiology and Nuclear Med files documentation, and training programs within the assigned services.

Work Schedule:
Full-Time, Monday-Friday, 8:00am - 4:30pm, with possible coverage on weekends and or holidays, and on-call / rotating on-call coverage as necessary.

The duties of this position include, but are not limited to:
Management of Imaging Department package parameters related to computer applications.
Development of training plans and materials.
Review of the data entered and validation of this information.
Development of automated methods or data extraction.
Analysis of data for process improvement
Formulation of specific recommendation for reallocation of resources.
Serves as point of contact on all matters related to PACS and VISTA Packages.
Evaluates and updates operational procedures when necessary.
Makes proper revisions to PACS Computer packages when needed.
Performs regular inspections on digital radiology equipment.
Maintains and oversees to a safe work environment.
Responsible for adherence to Syracuse VAMC policy.
Ensures that others are following policies outlined in Radiology procedure manuals.
Participates in VISN-2 after-hours calls to maintain a region wide 24 hours virtual radiology system.
Perform other duties as assigned.

Must have a current/valid ARRT (R) Certification.

Qualifications
Basic Requirements / Qualifications
U.S. citizenship:

Certification:
All applicants must be certified in general radiologic technology by the American Registry of Radiologic Technology (ARRT) (R). Advanced ARRT certification is required for Computed Tomography (CT) and Magnetic Resonance Imaging (MRI). Advanced certification indicates that the technologist has demonstrated specific clinical competency in the appropriate specialty and taken and passed the designated examination.
Education Requirement:
Completion of a full-time training course of at least 24 months duration (or the equivalent) in a post-high school diagnostic radiologic technology program, evidenced by a certificate or an associate's degree, accredited by the Joint Review Committee on Education in Radiologic Technology (JRCERT) or schools accredited by the ARRT and certification by the ARRT in radiology.
English Language Proficiency:
Must be proficient in spoken and written English.
Time-in-Grade-Requirement:
Applicants that have held a GS position in the past 52 weeks must also meet the time-in-grade requirement of this vacancy. For this vacancy, the GS position must have been held for one full year and it must have been at the GS-10 level or higher. The position could have been held in any occupation, but it must have been held on the GS pay scale. Note*
Applicants that have not held a GS position in the last 52 weeks do not have to meet the time-in-grade requirement.
Preferred Experience:
3-5 years of Imaging PACS management and DRT experience is preferred, but not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
GS-11 Grade Determinations
In addition to meeting the basic requirements, candidates must have a minimum of one (1) full year of specialized experience equivalent to the next lower grade level of GS-10 that demonstrates the clinical competencies described at that level. Candidates must be able to demonstrate thorough knowledge of radiation protection standards, devices and techniques including concepts or accumulated dosage and genetic changes; skill to recognize changes in equipment and procedures that might result in increased exposures, and ability to recommend methods to prevent such exposures; knowledge of basic physics including concepts of energy, electric power, magnetic fields, and properties of x-ray, in order to understand the operation of the equipment; and knowledge and skill in positioning of patients for a wide variety of difficult radiographic (CT, MRI, Special procedures, Mammography, etc.) studies.

Physical Requirements:
Medium lifting and carrying, straight pulling, pushing, reaching above shoulders, standing for long periods of time, repeated bending, working with radiant energy, working closely with others, ability for rapid mental and muscular coordination simultaneously, near vision correctable at 13 to 16; hearing (air permitted) and clear speech.

Thorough knowledge of x-ray and other image-producing machinery, film processors, and intensifying screens in order to design and operate a complete radiology quality assurance program; and
Knowledge of physics and chemistry to enable the incumbent to diagnose difficulties in x-ray machinery and processors.
